Vilma Legronio Labrador Assistant Secretary for Programs and Projects of the Department of Education
She is educator truly molded in the precept of education having passed through the stages of the ladder. An outstanding English teacher of Manila in 1975; a presidential awardee in1983 as an outstanding administrator; the President of the Supervisors Association in 1986-1990; and Assistant Superintendent, Schools Division Superintendent, Assistant Regional Director, then Regional Director of the National Capital Region and Regions I, III, and IV.
She was also appointed Commission of the United Nations Educational Scientific and Cultural Organization (UNESCO) attached to the Department of Foreign Affairs on November 26, 2004.
She finished BSEEd at the Far Eastern University as the Most Outstanding Student in 1968 for academic and leadership excellence.
Her scholastic foundation led her to other studies to hone her capabilities. She finished a Language Course at the Regional Educational Learning Center in Singapore as Philippine scholar in 1990, and was one of the 48 senior managers of the department who studied at the Asian Institute of Management. She was given a plaque of Superior Performance at the end of the course by the Canadian International Development Agency (CIDA), the sponsoring agency.
She has written 24 books in Language, Reading and Values Education. She is a recipient of various awards and citations as lecturer, speaker/facilitator, chairperson, writer and scholar both in international and local scenes. Her stint as the Session Chair in the First SEAMEO Education Congress on March 26, 2001 and recently in the SEAMEO UNESCO Education Congress and Expo: Adapting to Changing Times and Needs on May 27-29, 2004 in Bangkok, Thailand won accolade for our country. She attended intensive training in Limoges, France on a five-year project on Upgrading Mathematics and Science Skills through the use of Distance Learning Technologies. She headed the thirteen scholars delegation. She also acted as resource speaker/facilitator of the 100 Ford Foundation Scholars who underwent Professional Development Program on Museum Appreciation in Manila. She was also conferred the "Huwarang Pilipino Awardee for Education" by the Parangal ng Bayan Foundation on September 17, 2001 and the Women Achievement Award on the Who's Who of Professional and Business Women by the American Biographical Institute, Raleigh, North Carolina on June 20, 2005. These honors assure her a page in the Who's Who in the Philippine and American Awards Book. She is recognized for her outstanding contributions in mentoring teachers and youth.
As a lecturer and speaker, her voice was heard in the halls of Hyatt Regency Hotel in Kentucky, USA on July 2003 when she presented a research paper entitled "The Context Input Process Product (CIPP) Model Applied in Assessing the Efficacy of the Multigrade Classroom on a Learning Environment in selected Divisions of Region I" during the 12th Annual Consortium for Research on Educational Accountability and Teacher Evaluation (CREATE) National Evaluation Institute. On the same month, she attended the Leadership Academy in Florida, USA. She also attended the 33rd General Conference-UNESCO High Level Meetings of Education and Science at the UNESCO Headquarters, Place de Fontenoy, Paris City on September 28 to October 10, 2005. She attended a Study Tour on School-Based Management in Bangkok Thailand, sponsored by the Third Elementary Education Project. She also attended a UN Conference in New York on September 24-27 2005 on poverty alleviation.
