CENTER FOR STUDENTS AND CO-CURRICULAR AFFAIRS

          The Center for Students and Co-Curricular Affairs is a response to popular calls for active youth participation in nation-building, as in the case of other government departments which organized their own youth centers or offices, and an innovation in the DepED system in order to improve its delivery of services particularly in terms of youth and student affairs.

         As a whole, the Center takes charge of youth and student-related activities that are not covered by existing Bureaus or Centers in the Department. It coordinates with appropriate DepED offices for all programs and projects that it implements. It is also the focal point of the Department in the various youth empowerment and development efforts of the national government. As such, it actively participates in the different inter-agency bodies, programs, projects, and activities and establishes linkages with different government agencies, youth groups and youth-serving organizations nationwide.

         Committed to advance holistic and quality education for all, it focuses on addressing problems, issues, gaps and concerns of youth and students outside the formal classroom atmosphere, which are considered extra or co-curricular in nature.

         The Center is under the Office of the Secretary proper and supervised by the Undersecretary and Assistant Secretary for Programs and Projects.

VISION

          Empowered Filipino children and youth who are culturally rooted, morally virile, responsible, hardworking, refined, enterprising, persevering, and public-spirited, equipped with world-class skills and imbued with such values as “maka-Diyos, maka-Tao, maka-Bayan, at maka-Kalikasan”.

MISSION

          Enhance education by providing holistic and quality co-curricular program, projects and activities that will prepare the Filipino children and youth towards the new millennium.

FUNCTIONS

           Policy Formulation and Review

          The CSCA, in consultation with the Bureaus and Centers, formulates and reviews policies that affect the conduct of pupil and student co-curricular activities in and out of school boundaries, for the approval of the Secretary.

          Programs and Projects Development and Implementation

          The CSCA develops and implements its programs and projects in coordination with other offices in the Department, other government agencies, youth groups and youth-serving organizations.

 Inter/Intra-Agency Youth and Students Involvement

          Inter-Agency Cooperation and Involvement

          The CSCA represents the DepED and the Secretary in several inter-agency bodies such as the Advisory Council – National Youth Commission where the Secretary sits as the Chairman, Oversight Committee of the Special Program for the Employment of Students led by the Department of Labor and Employment and the National Executive Board of the Boy Scouts of the Philippines where the Secretary serves as a mandated member..

          Intra-Agency Cooperation and Involvement

          Within the DepED system, the CSCA establishes linkages with existing Bureaus and Centers, such as the Bureau of Elementary Education, Bureau of Secondary Education, Bureau of Alternative Learning System, School Health and Nutrition Center and the regional and other field offices, for programs and projects that need their expertise and input.

          Institutional Partnership Promotion

          The programs and projects of the CSCA are implemented in partnership with its institutional partners such as the Boy Scouts of the Philippines (BSP), Girl Scouts of the Philippines (GSP), Department of Environment and Natural Resources (DENR), Department of Trade and Industry, Sangguniang Kabataan and Kabataang Sama-Samang Maglilingkod, other government agencies and other youth groups and youth-serving organizations.
 

International Programs Coordination and Implementation

          Pursuant to the amendment made with the issuance of DECS Order No. 62, s. 2000, the CSCA is in-charge of all international student exchanges and representations.

Work Appreciation Program Coordination and Implementation

          The CSCA handles all work-appreciation programs, such as the Special Program for the Employment of Students (SPES), Government Internship Program (GIP) and On-the-Job Training Program for the Department.

Recognition and Accreditation of Youth and Student Organizations

          The CSCA accredits and recognizes youth and student groups or organizations, including youth and student-serving organizations, before they are able to conduct co-curricular projects and activities within the DepED system. This procedure enables the DepED to check and review the relevance of the projects and activities to the enhancement of learning.
 
Monitoring

          The CSCA periodically monitors the implementation of its programs and projects.

Proposals and Suggestions for Priority Action of the Secretary

          After consultations, the CSCA gives proposals and suggestions for priority action of the Secretary on matters relative to youth, students and co-curricular affairs.
 

Other Incidental and Necessary Functions and Assignments by the Secretary

          The CSCA performs such other duties incidental to or necessarily connected to its function or as assigned by the Secretary.

          Academics is not the be-all and end-all of education. At DepED, we recognize that pure classroom instruction cannot fully satisfy the growing need to provide pupils and students with opportunities for practical learning and proper channelling of potentials and interests.

          Because we believe in the importance of exposing and preparing young people to face the realities of life, we implement various programs and projects – all of which, hopefully, will help pupils and students become more well-rounded individuals and citizens of our country.
