Project Description/ Objectives |
In support of the two major thrusts of reducing classroom
backlogs and upgrading Science, Mathematics and English Teaching and Learning
in formal basic education sector under the Philippine Medium-Term Development
Plan. The proposed project will construct and rehabilitate/repair classrooms
and capacitate teachers in teaching Reading for Elementary level and English
language for secondary level in areas hardly hit by the typhoons in late 2004
(Luzon), affected by the armed conflict in Mindanao and pilot areas of the
Spain-Philippines Cooperation. |

COMPONENT 1
|
Construction and Rehabilitation of Academic
Classrooms
|
Based on the present DepED building standards, the new
construction under the proposed project will adopt the classroom dimensions
of 7m x 9m per classroom. The new schoolbuilding has a number of classrooms
that will range from 2 to 4 classrooms depending on the classroom backlog per
school. The new construction has a total number of 65
Classrooms for 10 elementary and 13 secondary schools. On the other hand,
rehabilitation of academic classrooms will include repair works on roofs,
ceilings, doors, windows and electrical wirings among others. Both the new
construction and rehabilitation of classrooms will utilize local labor and
materials to support the poverty alleviation program of the Philippine
Government. |

Provision of
Basic
Furniture
|
Each of the newly constructed and rehabilitated
classroom will be provided with basic furniture such as desks (elementary),
armchairs (secondary), blackboards, teacher’s table and cabinet. It is
proposed that said furniture will be procured locally based on the technical
specifications of the Department of Education |

COMPONENT 3 |
Capacity Building for School Heads and Teachers |
Sub-Component 3.1 Orientation-training of School Heads on the
Effective and Efficient Maintenance of Schoolbuildings To ensure that the newly constructed and
rehabilitated schoolbuildings are properly maintained by the recipient
schools, an orientation-training on the effective and efficient maintenance
of facilities will be conducted. This will be
participated in by the school heads or representatives from the school
in-charge of facilities maintenance. The project will use the existing
orientation-training program on schoolbuilding maintenance of the Department
of Education. Sub-Component 3.2 Teacher Training on The Department of Education is currently implementing the Every Child A
Reader Program (ECARP) which aims to develop reading standards and revitalize
all the school reading programs towards making every child a reader by Grade
III and every reader an effective learner in both elementary and secondary
levels. In support of the said program, the project will finance one of the
key strategies of the program which is the training of Grade I to 3 teachers
on how to effectively teach reading. |
