BATASAN HILLS, QUEZON CITY – “We are still far from ideal but we are steadily improving the situation,” said Department of Education (DepEd) Undersecretary Rizalino Rivera as he inspects the school opening at Batasan Hills National High School. The school, which is in District 2 in Quezon City, has become a common example of overcrowding due to the high population in the area and the movement of people to the cities.

Department of Education (DepEd) secretary Br Armin Luistro FSC prefers to inspect out-of-the-way schools during class opening. “I feel that we always look at urban areas,” he explains. “But what about island and mountain schools? Or schools that cater to children with special needs, indigenous peoples, or Muslim learners? They’re as much a part of the educational system as any public school in the city. But not too much attention gets focused on them.”
