1. As technical bodies tasked to assist the State Assistance Council (SAC) in the implementation of programs under RA 6728 known as “An Act Government Assistance to Students and Teachers in Private Education, and Appropriating Funds Therefore,“ and to recommend to the Secretary for final decision, action on GATSPE matters, the following sub-committees are hereby created to be composed as indicated:
   1. Sub-Committee on Programs and Projects
      National Economic and Development Authority – Chairman
      Department of Labor and Employment – Vice Chairman
      Coordinating Council for Private Educational Associations – Member
      National Manpower and Youth Council – Member
      Bureau of Secondary Education – Member
      Bureau of Technical and Vocational Education – Member
      Bureau of Higher Education – MemberFunctions
      (1) Assists the SAC in formulating policies, guidelines, rules and regulations concerning the programs and projects of GATSPE;
      (2) Determines, with other government, semi-government and non-government agencies, the priority courses to be prescribed for a program;
      (3) Seeks the assistance of foundations, foreign-government/agencies and other entities in the job placement of SNPLP graduates; and
      (4) Initiates and conducts in service training programs, workshops and conference needed.
   2. Sub-Committee on Finance
      Department of Education, Culture and Sports – Chairman
      Department of Budget and Management – Vice Chairman
      Coordinating Council for Private Education
      Associations – Member
      Department of Science and Technology -Member
      National Alliance for Teachers and
      Office Workers -Member
      Fund for Assistance to Private Education -MemberFunctions
      (1) Participates in formulating and developing policies, rules and regulations affecting finances of CASTPE;
      (2) Reviews the reports or quarterly evaluation submitted by the Government Financial institutions (GFIs) as well as those on the monitoring activities of the DECS Regional Offices (DECSROs); and
      (3)Recommends to the SAC appropriation for the development and evaluation of the programs.
   3. Sub-Committee on the Educational Loan Guarantee Fund (ELGF) of the SNPLP
      Department of Finance -Chairman
      Department of Budget and Management -Vice Chairman
      Central Bank of the Philippines -Member
      DECS-COA, Budget and Accounting -Members
      Bureau of Higher Education -MemberFunctions
      (1) Requests from DECS payment of ELGF defaultees;
      (2)Reviews and deliberates on the claims for payments made by the government financial institutions (GFIs) of the SNPLP; and
      (3) Recommends payments of SNPLP defaultees from the earnings of the P25-M Educational Loan Guarantee Fund (ELGF) of the SNPLP deposited in the Central Bank of the Philippines.
2. Transportation and other incidental expenses which may be incurred by the members in the performance of their duties and functions shall be chargeable against their respective offices while their honoraria are chargeable against DECS funds, subject to the usual accounting and auditing rules and regulations.
3. This Order shall take effect immediately.
