Adoption of Bachelor of Science in Industrial Engineering (B.S.I.E.) as a Common Undergraduate Degree Program Title

The Technical Panel for Engineering Education

  1. Pursuant to Department Order No. 35, s. 1977, the Technical Panel for Engineering Education (TPEE) was organized as a consultative and advisory body to the Ministry of Education, Culture and Sports (MECS) to study and recommend strategies to rationalize and make more effective the existing and proposed engineering institutions and programs.
  2. In line with this mandate, the TPEE conducted a review of Industrial Engineering Education and allied programs, namely, Industrial Management Engineering, Industrial and Management Engineering, Management Engineering, and Management and Industrial Engineering.
  3. The TPEE noted that some schools using the same title have different curricula. On the other hand, some schools using different titles have similar curricula. The situation created confusion as to whether the above programs are the same or different from each other.
  4. In view of the above, and upon consultation with concerned sectors, the TPEE recommended the unification and streamlining of the above programs through the adoption of a common title and curricular guideline.
  5. Upon endorsement of the Bureau of Higher Education, this office hereby approves through this Order the adoption of Bachelor of Science in Industrial Engineering (B.S.I.E.) as the common undergraduate degree program title. The corresponding curricular guideline which was already approved by this office is contained in MECS Order No. 42, s. 1985.
  6. For implementation of this Order the following shall be observed:
    1. Recognition shall not be granted for the following undergraduate program titles starting SY 1985-1986.
      1. Management Engineering
      2. Industrial Management Engineering
      3. Industrial and Management Engineering
      4. Management and Industrial Engineering
        Schools operating the said programs on permit and which are qualified for recognition shall be issued recognition for a B.S.I.E. program.
    2. Schools eligible to operate the undergraduate program in Industrial Engineering shall submit a proposed revised curriculum to the Ministry of Education, Culture and Sports not later than the end of the second semester of SY 1985-86. These schools shall adopt their approved curriculum according to the following schedule:
      First Year – SY 1986-87
      Second Year – SY 1987-88
      Third Year – SY 1988-89
      Fourth Year – SY 1989-90
      Fifth Year – SY 1990-91
    3. Schools authorized to operate undergraduate programs that are titled Management Engineering, Industrial Management Engineering, Industrial and Management Engineering, and Management and Industrial Engineering shall start the gradual phase-out of these programs simultaneously with the scheduled implementation of the new Industrial Engineering curricula.
    4. After SY 1990-91, no special order shall be issued for undergraduate degrees with the following titles:
      1. Management Engineering
      2. Industrial Management Engineering
      3. Industrial and Management Engineering
      4. Management and Industrial Engineering
  7. Compliance with this Order by all concerned is requested.
