The Department of Education (DepEd) through the Bureau of Elementary Education (BEE) and the Bureau of Secondary Education (BSE) is implementing the Special Education (SPED) program for learners with special needs and disabilities, including those who are gifted and talented.
To provide the field with learning resources (LRs) namely: teaching guides (TGs) and learners’ manuals (LMs) for Quarter 3 (Q3) and Quarter 4 (Q4) of the Grades 1 and 7 of the K to 12 Basic Education Curriculum, the Department of Education (DepEd) is downloading funds for the reproduction of the said materials in accordance with the guidelines set in Enclosure No. 1 of this Order.
Pursuant to the Constitutional mandate to provide all Filipino learners with free basic education in public elementary and secondary schools, there is an urgent need to minimize, if not eliminate, financial constraints among parents/guardians during the opening of classes, and to implement effective school/classroom management.
With its commitment to give quality educational services to children with special needs, the Department of Education (DepEd), through the Special Education (SPED) Division of the Bureau of Elementary Education (BEE) has facilitated the granting of financial subsidy for the School Year (SY) 2012-2013 to support the implementation for the 345 recognized Elementary SPED Centers with an aggregate amount of One Hundred Eighty Million and Five Hundred Thousand Pesos (PhP180,500,000.00).
This DepEd Order provides the Policy and Guidelines on the Proper Distribution, Care, Recording, Retrieval and Disposal of Textbooks (TXs) with the Teacher’s Manuals (TMs) and Other Instructional Materials (IMs) in order to improve access to them, maximize their use, and minimize or eliminate damages and/or losses. It also provides guidelines on the proper recording and disposal of damaged and condemned TXs with the TMs and other IMs.
The Department of Education (DepEd) has allocated funds from the Fiscal Year (FY) 2012 Textbook Funds and subsequent years until FY 2015 for the provision of the centrally procured learning activity packages (LAPs), modules, and other instructional materials (OIMs) to support the initial implementation of the K to 12 Curriculum. These materials will fill-in the gaps of the textbooks (TXs) and teacher’s manuals (TMs) currently being used in public elementary and secondary schools.
The Department of Education (DepEd) through the Instructional Materials Council Secretariat, in collaboration with the Bureau of Elementary Education, Bureau of Secondary Education, and the Bureau of Alternative Learning System, shall provide instructional materials to Special Education centers for children with special needs.
The Instructional Materials Council Secretariat has allocated funds from FY 2012 Textbook Funds and subsequent appropriations until SY 2015 to provide Basic Learning Packages to schools implementing the Kindergarten Education Program.
To synchronize and decentralize the production of indigenized teaching and learning materials, monitoring, evaluation and research for the implementation of this Program, the Department of Education (DepEd) hereby issues the Guidelines on the Utilization of Downloaded Funds for Materials Development and Production of Mother Tongue-Based Multilingual Education (MTB-MLE) Program.
