Early Registration activities for the incoming school year for all public elementary and secondary schools are held from the last Saturday of January to the last Friday of February of each year.
Pursuant to DepEd Order (DO) No. 47, s. 2014 entitled Constitution and By-Laws of the Supreme Pupil Government (SPG) and Supreme Student Government (SSG) in Elementary and Secondary Schools, the organization of a student government (SG) aims to establish a representative body that fosters leadership and promote learners welfare and excellence for all. In view of the implementation of Senior High School (SHS) in School Year 2016-2017, the Department of Education (DepEd), issues additional guidelines on the integration of the SHS entrants in the organization of the SSG in all secondary schools.
The Department of Education (DepEd) recognizes the Red Cross Youth (RCY) as one of the official co-curricular organizations in the schools as stipulated in DepEd Order No. 38, s. 2005 entitled Recognition of the Red Cross Youth as Official Co-Curricular Organization in the Schools. One of the major services of the Philippine National Red Cross (PNRC) is its mission to educate and empower the children and youth in the spirit of Red Cross, through constructive meetings and effective leadership, and provide opportunities for directing and harnessing their energy and idealism into worth humanitarian activities.
In August 2001, Republic Act No. 9155 (RA 9155), An Act Instituting A Framework of Governance for Basic Education, Establishing Authority and Accountability, Renaming the Department of Education, Culture and Sports as the Department of Education, and for Other Purposes, otherwise known as the Governance of Basic Education Act of 2001, was issued. It provided a framework for the governance of education, decentralizing governance to the field, and making the schools and learning centers the heart of the education system. The law also established the authority and accountability of the various organization levels of the Department of Education (DepEd).
The Supreme Pupil Government (SPG) in all elementary schools has been institutionalized in recognition of the need to organize a pupil governing body in the elementary school through DepEd Order No. 45, s. 2007 entitled Institutionalization of the Supreme Pupil Government in All Elementary Schools Nationwide. However, some provisions have been amended and added to said guidelines.
Recognizing the significant role and contributions of the Supreme Pupil Government (SPG) and Supreme Student Government (SSG) in the schools and under the Student Governments Program (SGP), the Department of Education (DepEd) issues the enclosed Constitution and By-Laws of the Supreme Pupil Government in Elementary Schools and the Supreme Student Government in Secondary Schools, together with other documents, for implementation in all schools nationwide starting School Year (SY) 2014-2015 and onwards.
For the information and guidance of all concerned, enclosed is a copy of the Guidelines on the Partnership Between the Department of Education (DepEd) and the Civil Society Organizations (CSOs) in the Preparation of Budget Proposals and Execution of the Approved Budget. These guidelines shall serve as guiding documents for the partnership between the DepEd and the CSOs towards achieving an efficient and effective delivery of quality basic education accessible to all.
In view of the pressing global concerns and issues on the environment, the Department of Education (DepEd) urges all public and private schools to lead the role on environmental awareness by enhancing environmental education and by pursuing effective school-based activities that seek to preserve and protect the environment.
All school heads/principals, schools division/city superintendent, Regional Directors (RDs) are tasked to ensure the smooth implementation of the Student Government Program through this DepEd Order.
This Order enumerates the amendments made to DepEd Order No. 58, s. 2009.
