The Basic Educational Facilities Funds (BEFF) of the Department of Education (DepEd) shall be utilized to address the classroom, water and sanitation facilities, and furniture shortages based on the Basic Education Information System (BEIS), the repair and rehabilitation of classrooms including heritage buildings as well as water and sanitation facilities.
To ensure the proper utilization and liquidation of School-Based Repair and Maintenance Scheme (SBRMS) Fund under FY 2011 Budget, the Department of Education (DepEd) through the Physical Facilities and Schools Engineering Division (PFSED) has formulated and shall issue the Guidelines for the Preventive Maintenance of Regional and Division Offices and School Facilities.
The Department of Education (DepEd), through the Physical Facilities and Schools’ Engineering Division, Office of Planning Service (PFSED-OPS), regularly receives requests for authority to utilize savings from the Engineering and Administrative Overhead (EAO) under the DepEd budget for school building project for other purposes.
Under the General Appropriations Act (GAA), one percent (1%) of the total appropriations for the Basic Educational Facilities Fund (BEFF) is authorized for the Engineering and Administrative Overhead (EAO) to cover administrative overhead, procurement activities, contract implementation management, acquisition/rehabilitation and repair of sets of equipment and spare parts used in the implementation of DepEd’s infrastructure projects.
Each of the seventeen (17) Regional Science High Schools (RSHSs) shall be granted an annual subsidy of One Million One Hundred Fifty Thousand Pesos (PhPl, 150,000.00) based on a fixed allocation and a variable allocation of Two Thousand Pesos (PhP2,000.00) per student based on the enrolment of the school to augment their regular allocation for Maintenance and Other Operating Expenses (MOOE).
The appropriation for the CY 2011 DepEd School Building Program was allocated by legislative district in accordance with the allocation criteria under Republic Act No. 7880. Enclosed are the guidelines for the preparation of Priority List of School Buildings to be funded under this Program marked as Enclosure No. 1.
