For School Year (SY) 2012-2013, the one hundred fifty three (153) secondary schools implementing the Special Education (SPED) Program (focused on disabilities) which submitted the enrolment data shall be granted Five Hundred Thousand Pesos (PhP500,000.00) subsidy for the effective delivery of service to the students with exceptionalities.
Pursuant to DepEd Order Nos. 37 and 51, s. 2011, the Department of Education (DepEd) through the Bureau of Elementary Education (BEE) has downloaded funds to all regions and divisions for the support on the implementation of the said policy direction, particularly those children in vulnerable, disadvantaged and underserved areas.
The Basic Educational Facilities Funds (BEFF) of the Department of Education (DepEd) shall be utilized to address the classroom, water and sanitation facilities, and furniture shortages based on the Basic Education Information System (BEIS), the repair and rehabilitation of classrooms including heritage buildings as well as water and sanitation facilities.
From 2008-2010, the pilot schools which became the lead schools implementing the Special Program in the Arts (SPA) were provided with an additional Maintenance and Other Operating Expenses (MOOE) budget in the amount of Five Hundred Thousand Pesos (PhP500,000.00).
This Department shall download financial subsidy to these implementing schools to augment their resources and pursue innovations as reflected in their approved School Improvement Plans (SIPs). Please see Enclosure No. 1 for the list of the 103 recipient schools.
Starting School Year 2011-2012, the Construction and Repair/Rehabilitation of the Regional Educational Learning Centers (RELCs) and Central, Regional and Division Offices shall observe the guidelines on this Order.
In addition to their regular Maintenance and Other Operating Expenses (MOOE), the seventeen (17) secondary expansion schools implementing the Special Program in Sports (SPS) shall be granted a maximum of Five Hundred Thousand Pesos (PhP500,000.00) subsidy for the effective delivery of service to the potentially talented high school students in sports, for the School Year (SY) 2011-2012.
The Every Child A Reader Program (ECARP) is allotted the Funds for the Fiscal Year (FY) 2011 the amount of Twenty One Million, Thirty-Four Thousand Pesos (PhP21,034,000.00).
The Department of Education (DepEd) through the Instructional Materials Council Secretariat (IMCS), in collaboration with the Bureau of Elementary Education (BEE), Bureau of Secondary Education (BSE), and the Bureau of Alternative Learning System (BALS), shall provide instructional materials to Special Education (SPED) centers for children with special needs (i.e., the gifted/talented, intellectually deficient, visually impaired, hearing impaired, orthopedically handicapped, and children with speech defect, autism, health problems, and behavior problems).
For the information and guidance of all concerned, the Department of Education (DepEd) hereby issues the Implementing Guidelines on the Direct Release of Maintenance and Other Operating Expenses (MOOE) Allocations of Schools to the Respective Implementing Units (copy enclosed).
