Pursuant to DepEd Order No. 62, s. 2011 entitled Adopting the National Indigenous Peoples Education (IPEd) Policy Framework and DepEd Order No. 43, s. 2013 entitled Implementing Rules and Regulations of Republic Act No. 10533 Otherwise Known as the Enhanced Basic Education Act of 2013, the Department of Education (DepEd) has instituted the National IPEd Program.

In line with DepEd Order No. 62, s. 2011 entitled National Indigenous Peoples Education Policy Framework, and Republic Act No. 10533 entitled Enhanced Basic Education Act of 2013, the Department of Education (DepEd) issues the enclosed Hiring Guidelines for Teacher I Positions in Schools Implementing Indigenous Peoples Education (IPEd) Effective School Year (SY) 2016-2017.

The Department of Education (DepEd) has instituted a National Indigenous Peoples Education (IPEd) Program in pursuit of the National Indigenous Peoples Education Policy Framework based on DepEd Order No. 62, s. 2011 entitled Adopting the National Indigenous Peoples (IP) Education Policy Framework and Republic Act (RA) No. 10533, the Enhanced Basic Education Act of 2013.

Pursuant to DepEd Order No. 62, s. 2011 entitled Adopting the National Indigenous Peoples Education (IPEd) Policy Framework and DepEd Order No. 43, s. 2013 entitled Implementing Rules and Regulations of Republic Act No. 10533 Otherwise Known as the Enhanced Basic Education Act of 2013, the Department of Education (DepEd) is adopting the enclosed Indigenous Peoples Education Curriculum Framework.

The Department of Education (DepEd) shall strengthen its policy on Indigenous Peoples Education (IPEd), and develop and implement an IPEd Program in line with the National Indigenous Peoples Education Policy Framework based on DepEd Order No. 62, s. 2011 and Republic Act (RA) No. 10533 otherwise known as the Enhanced Basic Education Act of 2013.

In line with the provisions of DepEd Order No. 62, s. 2011 entitled Adopting the National Indigenous Peoples Education Policy Framework and the efforts to make policies more culturally sensitive and responsive to the different contexts of schools and communities in the country, the Department of Education (DepEd) is adopting the enclosed Guidelines on the Recognition of Private Learning Institutions Serving Indigenous Peoples Learners.

In line with the National Indigenous Peoples Education Policy Framework as stipulated in DepEd Order No. 62, s. 2011, as well as its commitment to achieve its Education for All (EFA) 2015 targets and the Millenium Development Goals (MDGs), the Department of Education (DepEd) intends to strengthen its policy on Indigenous Peoples Education (IPEd) by developing and implementing the IPEd Program.

To operationalize the said Indigenous Peoples (IPs) framework, the DepEd felt the need to establish a mechanism for the mobilization, implementation and coordination of all programs and projects of this Department pertaining to IPs Education. Accordingly, the Creation of the IPs Education Office (IPsEO) is important to ensure continued delivery of quality education to the IPs Learners.

To accelerate the attainment of the Education For All (EFA) and Millennium Development Goal (MDG) on Achieving Universal Primary Education targets by 2015, and in support of the Basic Education Sector Reform Agenda (BESRA), the Government of Australia has provided the financing facility to the Department of Education (DepED) through the Philippines’ Response to Indigenous Peoples’ and Muslim Education (PRIME) Program.
