For the information and guidance of all concerned, enclosed are the Guidelines on the Granting of Redeployment Allowance to Excess Teachers from Both Elementary and Secondary Schools. Likewise, the Letter of Agreement Template is enclosed for use in accordance with these guidelines.
This Department hereby amends DepEd Order No. 21, s. 2005 and issues these Revised Guidelines on the Transfer of Teachers from One Station to Another.
For the information and guidance of all concerned, enclosed is a copy of the Amended Implementing Rules and Regulations (IRR) of Republic Act (RA) No. 8190 entitled An Act Granting Priority to Residents of the Barangay, Municipality or City Where the School is Located, in the Appointment or Assignment of Classroom Public School Teachers.
All DepED Orders relevant to equity and access to basic education are issued to comply to the Provisions of the Constitution. Some important stipulations in these Orders had been reiterated time and again for emphasis on its compliance.
The following guidelines shall be adopted for the opening of classes for public elementary and secondary schools.
In line with the thrust of this Department to raise the standard of operation of the Regional Science High Schools, the enclosed guidelines and academic requirements shall be implemented effective School Year 2005-2006.
The Implementing Rules and Regulations (IRR) of Executive Order No. 366 dated October 4, 2004 (Directing Strategic Review of the Operations and Organizations of the Executive Branch and Providing Options and Incentives for Government Employees Who May Be Affected by the Rationalization of the Functions and Agencies of the Executive Branch) took effect on June 4, 2005.
Inasmuch as there is a limited number of new teaching positions approved in FY 2005 and considering that there are about 30,777 teacher items required to at least reduce the PTR to 45:1, transfer of teachers from one station to another shall be implemented before the new Teacher I items for the current year are deployed.
Pursuant to Rule III, Section 3.2 (13) of R.A. No. 9155, otherwise known as the Governance of Basic Education Act of 2001, the approval of the establishment of public elementary and secondary schools, separation of annexes, and integration and conversion of public elementary and secondary schools shall be delegated to the Regional Offices (ROs) of this Department.
