The Department of Education (DepEd) issues the enclosed Implementing Rules and Regulations (IRR) of Republic Act No. 10743 entitled An Act Declaring the Fifth Day of October of Every Year as the National Teachers’ Day otherwise known as the National Teachers’ Day.
Since School Year (SY) 2012-2013, the Department of Education (DepEd), through DepEd Order (DO) No. 31, s. 2012 entitled Policy Guidelines on the Implementation of Grades 1 to 10 of the K to 12 Basic Education Curriculum Effective School Year 2012-2013 has enjoined all public and private schools to find creative and innovative ways to implement the K to 12 Basic Education Program.
The Department of Education (DepEd) adopts the enclosed Basic Education Research Agenda which provides guidance to DepEd and its stakeholders in the conduct of education research and in the utilization of research results to inform the Department’s planning, policy, and program development aligned with its vision, mission, and core values.
In line with the effort of the Department of Education (DepEd) to establish a complete and accurate database of learners, the Learner Information System (LIS) will be open from April 6 to May 15, 2016 to allow Encoding, Housekeeping, and Updating of Status of Alternative Learning System (ALS) for Calendar Year (CY) 2015 and Abot-Alam Learner Profiles for CYs 2014 and 2015 on the LIS. This is to address discrepancies in the reports submitted by the schools divisions vis-à-vis the actual data in the LIS, as well as to support the downloading of 2015 continuing funds for the implementation of Abot-Alam in 2016.

Further to DepEd Order No. 11, s. 2015, entitled Policies on the Implementation of the Senior High School (SHS) Voucher Program under the Government Assistance to Students and Teachers in Private Education (GASTPE), DepEd Order No. 40, s. 2015 entitled Guidelines on K to 12 Partnerships, and DepEd Order No. 46, s. 2015 entitled Detailed Guidelines on the Implementation of the Senior High School (SHS) Voucher Program, the Department of Education (DepEd) issues this Order to provide further clarifications on the rationale, scope, and conditions with regard to these policies.
In support of the implementation of Mother Tongue-Based Multilingual Education (MTB-MLE), the Department of Education (DepEd) issues the enclosed Policy on the Utilization of Language Mapping Data to inform policy-making, planning, and programming for MTB-MLE across all DepEd levels.
The Department of Education (DepEd) recognizes the Red Cross Youth (RCY) as one of the official co-curricular organizations in the schools as stipulated in DepEd Order No. 38, s. 2005 entitled Recognition of the Red Cross Youth as Official Co-Curricular Organization in the Schools. One of the major services of the Philippine National Red Cross (PNRC) is its mission to educate and empower the children and youth in the spirit of Red Cross, through constructive meetings and effective leadership, and provide opportunities for directing and harnessing their energy and idealism into worth humanitarian activities.
To achieve the goals of the K to 12 Program, the Department of Education (DepEd) needs to enter into partnerships with different groups in the fields of work immersion opportunities for public Senior High School (SHS) learners, use of facilities and equipment, additional teacher training opportunities, and additional resources in the form of donations.
