For the information and guidance of all concerned inclosed is a copy of COMELEC Resolution No. 1735 dated December 17, 1985, prohibiting appointment or hiring new employees, creating or filling new positions, promotions, giving any salary increase, or transferring or detailing any officer or employee in the Civil Service, in connection with the February 7, 1986 election.

Grant of authority to conduct extension classes was the retained function of the Secretary of Education and Culture and the same was not delegated to the regions pursuant to Par. No. 2-1, under Retained Functions of the Secretary, of Department Order No. 22, s. 1975. MECS Order No. 22, s. 1985 is not retroactive in effect as evidenced by the lack of provisions therein revoking/cancelling previous authority issued by the Secretary/Minister.

Further to existing Ministry issuances, particularly MECS Orders Nos. 14, s. 1984 (“Minimizing Fund-Raising Campaigns Directed at School Teachers and School Children”), 18, s. 1984 (“Discouraging Lavish Receptions for Visiting School Officials”); and 29, s. 1985 (“Guidelines on the Conduct of In-Service Training Programs, Seminars and Similar Activities”), the following activities are being discouraged or strictly limited.

In connection with the administration of the Philippine Educational Placement Test (PEPT) on the second Sunday of December every year, the Inclosure to MECS Order No. 65, s. 1984, Rule VI – Funding and Allowances of Personnel, under Section b, is changed to: Examiners and Proctors are to receive P50.00 each on examination day, and four (4) days service credit for public school teachers. Personnel from the private schools are covered by the rules and regulations of their respective Board of Trustees.

The delegation of authority to Regional Offices on grant of permit and recognition to open/operate schools/courses, as provided in MECS Order No. 23, s. 1984 (Authority Delegation to Regional Offices), is limited to private schools only.

A Memorandum of Agreement (copy inclosed) between MECS and MPWH has been signed which specifies the particular roles of MECS at the national, regional and division levels in relation to its MPWH counterparts in the execution of the program to ensure smooth project implementation and accelerate drawdowns from Loan 2030-PH.

Pursuant to Department Order No. 35, s. 1977, the Technical Panel for Engineering Education (TPEE) was organized as a consultative and advisory body to the Ministry of Education, Culture and Sports (MECS) to study and recommend strategies to rationalize and make more effective the existing and proposed engineering institutions and programs.
