In support of the Department’s objective to reduce dropout and repetition rates particularly in Grades I to III and the Education For All (EFA) recommendation to expand Early Childhood Care and Development (ECCD) coverage in disadvantaged areas, the Preschool Service Contracting Program (PSCP) will continue its implementation from January to March, 2006.
Pursuant to DepED Order No. 19, s. 2005 on the implementation of the Department of Education’s (DepED) School Building Program (SBP) for areas experiencing acute classroom shortage, herewith are specific guidelines to ensure smooth implementation of the projects.
Pursuant to DBM Budget Circular No. 2005-7 dated December 15, 2005 implementing Administrative Order No. 131 dated December 15, 2005, copies enclosed, all government employees shall be entitled to the Performance Bonus (PerB).
Under Sec. 2.2 of DBM Circular Letter No. 2005-8 dated 3 June 2005, the filling of vacant regular/permanent/itemized positions, hiring and renewal of the appointments of personnel on temporary status and of the contracts of personnel under contractual/casual/job order basis are prohibited until the Rationalization Plan of the this Department pursuant to EO 366 is approved by the President.
For the information and guidance of all concerned, enclosed is a copy of Department of Budget and Management (DBM) Budget Circular No. 2005-6 dated October 28, 2005.
In preparation of the Department’s programs, projects and activities (PPAs), all DepED offices and schools nationwide shall pursue PPAs directly supportive of the policy directions identified in the “Schools First Initiative (SFI)”. PPAs shall focus in helping all Filipino learners attain appropriate basic education competencies.
To support the goals and aspirations of the Schools First Initiative (SFI) this Department will implement the Institutional Capacity Building (ICB) Project supported by TEEP’s School Improvement and Innovation Fund, National Window-Supply Side Financing. It will cover areas not yet supported by TEEP, SEDIP and BEAM.
Pursuant to the Special Provision of schoolbuilding projects provided in Republic Act No. 9336, otherwise known as the GAA, FY 2005, particularly Chapter I on DepED Schoolbuilding Programs, the following guidelines/procedures are hereby adopted to avoid legal and administrative complications affecting relocation of sites/realignment of funds/modification of projects.
In the exigency of the service, Undersecretary Ramon C. Bacani is hereby designated concurrent Officer-in-Charge, Office of the Undersecretary for Finance and Administration.
