For the information and guidance of all concerned, enclosed is a copy of the Implementing Rules and Regulations (IRR) of Republic Act (RA) No. 10627, entitled An Act Requiring All Elementary and Secondary Schools to Adopt Policies to Prevent and Address the Acts of Bullying in Their Institutions. This is also known as the Anti-Bullying Act of 2013.

In support of the Philippine Plan of Action for Nutrition (PPAN) as approved by the National Nutrition Council Governing Board through NNC-GB Resolution No. 1, s. 2012, the Department of Education (DepEd) has advocated school feeding programs for the past years to improve the nutritional status of the undernourished pupils and students.

In October 2004, Executive Order 366 (EO) Directing A Strategic Review of the Operations and Organizations of the Executive Branch and Providing Options and Incentives for Government Employees Who May Be Affected by the Rationalization of the Functions and Agencies of the Executive Branch directed a strategic review of the operations and organizations of the Executive Branch.

To further realize the full integration and unification of the different contracting schemes of the Bureau in the delivery of quality education to the out-of- school children, youth and adults in the Philippines through the Alternative Learning System (ALS), the Department of Education (DepEd) amends the guidelines for the ALS Unified Contracting Scheme.

Public elementary and secondary schools are ordered to accept “emergency transferees” caused by typhoon Yolanda, despite insufficient transfer credentials. Their school records shall be updated once the Department of Education (DepEd) operations in the affected areas have normalized. For initial tracking of pupil and student data, all concerned are advised to collect the information indicated in the enclosure to this Order.

The Madrasah Education Program (MEP), a component of the K to 12 Program, contains a comprehensive standard or enhanced basic education curriculum in Arabic Language and Islamic Values Education (ALIVE) for all Muslim learners from both public and private Madaris. MEP aims to engage Muslim learners with relevant educational opportunities and processes, as contained in the Road Map for Upgrading Muslim Basic Education, and with components of Madrasah Education.
