About the Region (History)


         Presidential Decree No. 1 otherwise known as the Integrated Reorganizational Plan (IRP) in 1972, mandated through Letter of Implementation No. 1, the establishment of Regional Offices making every region in the country, a mini Department of Education and Culture.

         However, it was DEC Memorandum No. 57, s. 1975, dated May 6, 1975, which delineated the Plan of Action in the implementation of IRP. The memo set forth the selection of Regional Directors and Officers-in-charge from among the Schools Superintendents who upon assumption of office will serve the region in full time basis. The memo further declared that representations be made for the release of allotment for the basic operations of the regional offices, provision of office space, salaries of personnel, operation and maintenance expenses and essential furniture equipment.

         By virtue of Department Order No. 21, s. 1975 dated July 16, 1975, the Administrative Division, Finance and Budget Division, Elementary Education Division, Secondary Education Division and Tertiary Education Division were created with their corresponding rules. Likewise, Provincial or City Offices now referred to as the Provincial or City Schools Division were set up.

         Eventually, the creation of the Staff Services of the Department of Education namely the Planning Service, Financial and Management Service, the Administrative Service and the Information and Publication Service came after as stipulated in Department Order No. 24, s. 1975 dated July 29, 1975.

         In consonance with the directives, the Schools Superintendents of Iloilo, Mr. Napoleon D. Dignadice of Ajoy, Iloilo, Region VI assumed office as the first DEC Regional Director on March 24, 1975 through Regional Memorandum No. 4, s. 1975. This also brought forth the merger of existing divisions within the province and the phasing out of existing city divisions that did not meet the criteria as separate schools divisions.

         With the framing of the different divisions in the newly organized Regional Office, personnel were deployed from April 22, to June 30, 1975.

         Mr. Dominador B. Raneses, the Assistant Schools Superintendent of Daet, Camarines Norte took office as Assistant Regional Director with 35 personnel forming the skeletal force of the different divisions.

         On July 30, 1975, Regional Memorandum No. 14, s. 1975 brought to the field the following key personnel in the DEC, Region V:

         Of these pioneer workforce, Mr. Fermin Aquende was designated to the further structuring for the new regional office. He named the teachers who would be detailed as clerks, messengers and janitors rolled into one and he was the man of the house who identified the ideal site of the new office. The administrative staff was the 2nd floor of the present Albay Division Office, Legazpi City, while the promotional staff was housed at the Administrative Building of Bicol College, Daraga, Albay.

         For 17 years, these twin offices had been witnesses how a young and thriving regional office stood the tests of time then gained the prestige it truly deserves..

             Education plays a vital role in determining the growth path of a society. Along with the increasing momentum of globalization and rapid technological advancement, the need for effective delivery of basic education has become a global priority.  In our desire to cope up and address the needs of the learners, serve and provide basic education services, DepEd Region V has done its best to provide quality basic education, knowledge and skills necessary for the development of God given talents, desired values, concepts and motivation through effective and efficient teaching methodologies and conducive learning environment  for the total development of Bicolano learners.
           In line with its vision and mission, several measures have been implemented to address the urgent needs of the region. These were expressed in the  project/program implementation  on the priority needs of each division using government and private sector funds, strategic plans and analysis, ocular inspection, contingency plans of Superintendents, and capacity building of Supervisors, School Heads, Teaching  and Non-teaching Personnel. The application of participatory and consultative decision making process and  data driven decisions ensure the successful implementation of the monitoring and evaluation scheme.
          The current directions focus on improving access to basic education, improving the holding power of schools, and enhancing the quality of learning. Achieving these desired education outcomes is a tall order which calls for strong, collaborative and sustained efforts from various stakeholders to address basic input shortages, promote inclusive education, ensure effective teaching and learning in basic education including Kindergarten, and strengthen system of governance.
           In 2015,  DepEd Region V received flying colors in the International and National competitions,  to name a few:  Grand Prize Winner in the 4th Bali International Choir Festival for Ligao National High School  of Ligao City Division;  Gold Awardee in the 11th Busan International Choral Festival & Competition for Baao Youth Choir of Camarines Sur Division;  Silver Medalist in the 12th International Mathematics and Science Olympiad for Primary Schools by John Angelo Oringo of Albay Division;  Champion in the 2015 National Science Club Summit Math Sci aka Engineering Sci Challenge by Sorsogon National National High School of Sorsogon City Division;  First Place in the National Implementer of Planning for SHS Implementation for Sorsogon City; Pambansang Ulirang Guro 2015 by the Komisyon sa Wikang Filipino for  Mrs. Asuncion B. Bola of Tabaco National High School;  2015 Outstanding Teacher in the 2015 Metrobank Search for Outstanding Teacher by Mr. Ronald C. Reyes of Tabaco National High School, Tabaco City Division  and many more.
             In the advent of high technological advancement, a reinforcement of the new technology systems supported the transparency of the region. Likewise, all programs and projects under the priority sector activities were implemented through the collaborative efforts of the schools, division offices and the regional office under the leadership of the Regional Director, Ramon Fiel G. Abcede. In May 2017, the Quality Management System (QMS) aligned to ISO 9001:2015 has been integrated to the processes of DepEd Region V in order to build a more client-focused organization.
