Education Sector Contingency Plan for Mideast Crisis

I.   BACKGROUND
In accordance with the provisions of DECS Order No. 1, s. 1991 entitled “Guidelines for the Implementation of the Education Sector Contingency Plans for All Levels,” contingency measures will be implemented only”… in the event that war breaks out and adversely affects us.”
The immediate and direct effect contemplated in DECS Order No. 1, s. 1991 is a severe curtailment of the normal supply of oil which in turn would drastically limit the availability of fuel for transport, generation of electricity, and other uses. As a result, many students and teachers may be unable to come to school for lack of transport facilities at affordable rates. Classes that can be conducted only with lighting and other electrical devices may have to be suspended, relocated or rescheduled if frequent power interruptions occur.
Fortunately, the operation of our school system is not yet adversely affected by any of the above-described emergency conditions. Initial reports say that no oil installations have been damaged. The price of crude oil has ever gone down to only S19 per barrel as of today. Hence, the individual contingency measures enumerated in DECS Order No. 1, s. 1991 is not yet operative.
II.   NEW DIRECTIVE
This Department will issue regular bulletins on the implementation of the general contingency guidelines. In the meantime, classes in all levels will continue on regular schedules.
