1. Qualifications Standards for Beneficiaries
To qualify as an eligible beneficiary of SPES 2025, all applicants must meet the qualifications established by DepEd, through BLSS-YFD. These prerequisites vary depending on whether the applicant is a currently enrolled as a Basic Education or Alternative Learning System (ALS) learner:
Basic Education Learner Applicants

- At least 15 years old, but not more than 30 years old at the time of application;
- Residing within NCR;
- Currently enrolled in a Basic Educational institution. Those from public schools shall be prioritized;
- Has no failing grade and has earned at least a passing general weighted average in the most recent academic year or term;
- Should be of good moral character;
- Preferably applying for SPES for the first time, but if the applicant was a former SPES beneficiary of the DepEd Central Office, their deployment office must have positive feedback about their performance as indicated in the evaluation form;
- Capable of carrying out clerical tasks, such as, but not limited to, encoding, sorting, filing, and routing of documents;
- Proficient in performing basic computer operations and tasks;
- Must be fit for work;
- Combined annual income of parents or household must not exceed the regional poverty threshold for a family of six (6) as determined by the National Economic Development Authority (NEDA); and
- Willing to report on-site for the whole duration of the employment period without compromising their studies.
Alternative Learning System (ALS) Applicants

- At least 15 years old but not more than 30 years old at the time of application;
- Residing within NCR
- Currently enrolled as ALS Learner with Certificate of Enrollment
- Applying for SPES for the first time;
- Capable of carrying out clerical tasks, such as, but not limited to, encoding, sorting, filing, and routing of documents;
- Proficient in performing basic computer operations and tasks;
- Must be fit for work;
- Combined annual income of parents or household must not exceed the regional poverty threshold for a family of six (6) as determined by the National Economic Development Authority (NEDA);
- Willing to report on-site for the whole duration of the employment period.
2. Application Procedures
All interested applicants shall follow the prescribed process. The application period will start on March 3, 2025, Monday and shall run until March 14, 2025, Friday. The implementing offices will adhere to the Equal Employment Opportunity Principle (EEOP) in selecting the SPES beneficiaries pursuant to OM-OUHROD-2023-1781 dated November 16, 2023, which states that all persons, regardless of age, disability, gender, religion, familial status, or ethnicity have equal opportunities at work. In this regard, all SPES applicants must follow and adequately pass all screening requirements to be accepted as beneficiary of the program.

Submission of Documents for Initial Screening
- An online application form will be released by BLSS-YFD, through which all applications from interested individuals shall come through.
- In-person submission of application documents will not be entertained.
- Interested applicants must submit their resume with 1×1 picture, taken within the last six (6) months, attached.
- Additional documents shall be required once applicants pass the interview.
- All information provided by the applicant should be true and accurate.

Initial Screening and Evaluation
- All acknowledged applications will be subject to review and initial screening by the members of the SPES 2025 Technical Working Group (TWG) from the Central Office to identify potential candidates.
- Members of the TWG will take into consideration the applicants’ place of residence to facilitate the endorsement of their applications to appropriate partner implementing offices and participating offices.
- The initial screening panel will produce shortlisted applicants. The pre-screened applications will either be endorsed to:
- The interviewing panel of the Central Office; or
- The screening panel of the DepEd Regional Office or DepEd SDO within or near the applicant’s place of residence.

Final Screening and Evaluation
- Identified SPES 2025 Focal and TWG within Regional Offices and SDOs will conduct a final screening of the endorsed shortlist of applicants to determine whether the applicant will proceed to the interview stage.
- Shortlisted applicants will be notified through email and/or text message that their application will proceed to further assessment and shall be informed of the interview schedule.

Interview
- Respective and separate interviews will be conducted by BLSS-YFD, Regional Offices of NCR and MIMAROPA, and selected SDOs.
- The pre-qualified SPES applicant, upon receiving the interview schedule, shall confirm their availability.
- The applicant will be given two (2) days, at most, to respond. Non-response will result in the withdrawal of the application.
- If the pre-qualified SPES applicant is not available due to school-related or emergency concerns, they shall immediately inform the SPES 2024 TWG through text message and/or email to have their interview rescheduled.
- The interview will be conducted in-person; virtual interviews are not encouraged.
- Pre-qualified SPES applicants shall wear smart-casual attire during the interview.

- All successful applicants are required to submit the documents listed in the table below to their office’s SPES Focal Person.
- Failure to submit the required documents may result in delays or impediments in claiming the salary.

Documentary Requirements to be Submitted
1. Resume, with 1×1 picture taken within the last six (6) months attached 2. Duly accomplished SPES Application Form (SPES Form 2) *To be accomplished during SPES Orientation 3. Copy of Certificate of Enrollment (for ALS Learners)
6. For learners with wage-earner parents, ORIGINAL copy of ANY of the following: - Parents’ / Guardian’s Income Tax Return (ITR) issued by the Bureau of Internal Revenue (BIR); or
- Parents’ / Guardian’s Certificate of Tax Exemption issued by BIR; or
- Certificate of Low Income issue by the concerned barangay for those who reside outside the ten (10) km radius from the nearest Revenue District Office (RDO) of BIR
For learners with non-wage earner parents:
- Certificate of Indigency with dry seal issued by the Barangay
The Certificate of Indigency shall blatantly state that it is a Certification for such an/or that the applicant is an “Indigent Resident,” and in the case that the applicant is underage, the name/s of their parents/guardian shall be indicated, otherwise the Certificate will be considered invalid.
It should also be indicated in the Certificate that its purpose is for “SPES Application”

3. Reporting for Work, Absences, and Tardiness

- The SPES beneficiaries shall report in for work between 7:00 a.m. and 8:00 a.m. and render eight (8) hours per day excluding lunch time and leave between 4:00 p.m. to 5:00 p.m. Engaging in official travel is prohibited.
- In all cases of absence or half-day leave, a written explanation outlining the reason must be submitted to the SPES Focal Person of the office to which the beneficiary is reporting.
- Implementing offices will grant excused/paid absences for beneficiaries who provide documentary proof justifying their absence (e.g., school notice). The following circumstances are recognized as excused absences; any other cases not listed should be brought to the attention of the Focal Person for further consideration.

- Medical reasons

- In the case that the beneficiary is not able to report to work and is not able to present proof of their excuse, is tardy, and/or was not able to render eight hours of work, a salary deduction shall incur.
4. Dress Code and Expected Decorum
The SPES beneficiaries shall comply with the provision stated in the Civil Service Commission’s Memorandum Circular No. 19, s. 2000, on the prescribed dress code for government employees in the workplace to appear presentable on working days.

- Appropriate Attire:
- Smart-casual attires are preferred. This may include collared shirts, blouses, slacks, and closed shoes.
- Casual attires are acceptable on Fridays.
- Prohibited Attire:
- Strapless tops, tank-tops, crop tops, and blouses with plunging necklines;
- Gauzy, transparent, or net-like shirts or blouses;
- Shorts, miniskirts, ripped jeans, jeggings/jogger pants;
- Slippers;
- Face tattoos and piercings;
- Loud or unnatural hair colors.

5. Computation and Claiming of Salary

- The beneficiaries shall be paid a salary not lower than the applicable daily minimum wage for National Government Agencies (P645).
- Sixty percent (60%) of the beneficiaries’ salary shall be paid by DepEd, while the remaining forty percent (40%) shall be paid by DOLE.
- The beneficiaries shall receive their salaries for the working days they rendered in two-time payments after the SPES completion.
- The beneficiaries shall receive the salary from DepEd in cash, to be claimed at the DepEd Central Office at a date to be announced by BLSS-YFD. While that from DOLE through a money transfer service to be determined and announced.
6. Overtime and Holiday Pay

- The beneficiaries are not entitled to Overtime Pay.
- Beneficiaries shall be paid their daily wage in cases of regular, special, and non-working holidays. Beneficiaries shall not be required to report to work and shall still be paid the minimum wage.
7. Requirements for Claiming of Salary

- Beneficiaries with complete requirements as hereby stated in these guidelines are the only ones eligible for the processing and claiming of salary.
- Regional and SDOs SPES focal and members of the TWG shall compile the documentary requirements for endorsement to BLSS-YFD.
- Along with the documentary requirements detailing the beneficiaries’ profile, they shall also submit their Daily Time Record (DTR) indicating the time they reported in and out during the days they rendered for work.
- This should be affixed with a wet signature of the SPES beneficiary and Head of the Office they are reporting to.
- The template for DTR shall be provided by the SPES TWG.
- An Accomplishment Report (AR) shall be filled out, in which the SPES beneficiaries declare the tasks they fulfilled during every working day they rendered.
- Similarly, this should also be affixed with a wet signature of the SPES beneficiary and Head of the Office they are reporting to.
- The template for AR shall be provided by the SPES TWG.
- A Payroll shall be prepared by BLSS-YFD.
- In claiming the salary from DOLE through a money transfer service, the beneficiaries shall prepare one (1) valid ID and their SPES ID, in which a control number unique to every beneficiary can be found.
8. Post-Evaluation

- The beneficiaries will be evaluated by the office they reported to at the program’s end. An online evaluation form shall be provided by BLSS-YFD.
- The program’s conduct shall also be evaluated by the offices concerned and by the SPES beneficiaries for improvement.
