RD ARTURO B. BAYOCOT

Dr. Arturo B. Bayocot, CESO III, is regarded by many as a leader, scholar, educator, researcher, and trainer. He holds a Doctorate in Educational Management and is a Diplomate in Applied Linguistics from SEAMEO-Regional Language Center, Singapore. A leader-trainer graduate of Suncheon City, South Korea, he is also a four-bead holder in the Scouting Movement.

For 39 years, he has served the Department of Education (DepEd) in various capacities: Master Teacher, Teacher-in-Charge, Division English Supervisor, Assistant Schools Division Superintendent, Schools Division Superintendent, and currently Regional Director of DepEd Region X.

He has participated in national and international conventions in Indonesia, Brunei Darussalam, Vietnam, South Korea, Singapore, Malaysia, Japan, Australia, and the United States, presenting papers on Educational Leadership and Governance, Teacher Quality, Curriculum Innovation, Values Formation, International Education Trends, Financial and Administrative Management, Leadership Training, and Technology Integration.

Under his leadership, DepEd Region X was awarded CHAMPION or Most Learning-Focused Regional Office at the 2019 Secretary’s Award for Excellence in Curriculum and Instruction (SAFE-CI), earning him recognition as Most Outstanding Regional Director. In 2021, the Regional Development Council (RDC) – Region X honored him with the Lodestar Award, citing his unparalleled leadership and DepEd NorMin’s outstanding achievements.

An accomplished educational leader and governance advocate, he has held key roles including Vice Chair of the RDC-X Social Development Committee (2022–2025), national board positions in educators’ associations, and leadership in alumni and teacher groups. He is recognized for contributions to policy, public information, and capacity building in education.

Aside from being the current Regional Director of DepEd Region X, he also serves as Vice President of the Philippine Public School Teachers Association (PPSTA) and Vice President of the Association of DepEd Directors (ADD).
