ASEC. JOCELYN DR ANDAYA
Asec. Jocelyn DR Andaya is a dedicated education advocate with over three decades of experience in teaching, school administration, and policy leadership within the Department of Education (DepEd). Her career has spanned roles as a private school teacher, principal, and now as a senior official in DepEd, where she has driven advancements in curriculum development, teacher training, and educational leadership. Asec. Andaya’s contributions include authoring three English textbooks, co-authoring research articles, and serving as a curriculum and thesis consultant for several universities in Manila. She is a sought-after speaker on topics such as K-12 reform, strategic curriculum planning, leadership, and performance assessment, sharing her expertise both locally and internationally.
In November 2023, Asec. Andaya became the Regional Director for DepEd’s National Capital Region, focusing on ensuring access to quality education through the development and implementation of regional policies aligned with national standards. Her role involves close collaboration with stakeholders to implement educational laws, monitor learning outcomes, and set standards based on academic assessments. Additionally, in November 2024, she assumed the role of Officer-in-Charge Assistant Secretary of Operations, overseeing crucial operational aspects of DepEd’s services.
Asec. Andaya previously served as the first Head of DepEd’s Private Education Office, working to strengthen public-private education partnerships. She joined DepEd in 2012 after a 21-year tenure at Lourdes School Quezon City. As Director IV of the Bureau of Curriculum Development from 2015 to 2023, she led the creation of the Most Essential Learning Competencies (MELCs) during the pandemic and the development of the MATATAG curriculum, a major curricular reform resulting from four years of intensive research and collaboration.
Asec. Andaya holds a Doctor of Education degree from the National Teacher’s College and has completed her academic requirements for a doctorate in Educational Leadership and Management from De La Salle University. She earned master’s degrees in Educational Management and Leadership from the University of Sydney and in Curriculum and Instruction from the University of the Philippines, where she also completed her bachelor’s degree in Secondary Education.
