ASEC. MALCOLM S. GARMA

Asec. Malcolm S. Garma was recently re-appointed as Assistant Secretary for Operations under Secretary Sonny M. Angara, continuing his long-standing commitment to improving educational access and quality nationwide. He began his career as a faculty member at the UP Integrated School, establishing a strong foundation in basic education before moving into leadership roles within the Department of Education (DepEd).

Asec. Garma’s leadership journey spans key regions, having served as Regional Director for Regions IX, III, I, and the National Capital Region (NCR). In these roles, he strengthened educational systems, implemented programs to raise standards, and directed resources to areas with the greatest need. Prior to his regional leadership, he held the position of Assistant Superintendent in various Division Offices in Region III.

In 2021, Asec. Garma was appointed Assistant Secretary for Operations and the National Academy of Sports under former Secretary Prof. Leonor Magtolis Briones. He later transitioned to a Senior Technical Adviser role with the USAID RTI ABC+ project, where he focused on systems strengthening to improve literacy and numeracy outcomes for young learners.

Asec. Garma is also an influential member of the Standing Committee on Governance and Finance under EDCOM 2, shaping policies that support sustainable improvements in DepEd’s financial and operational strategies. His academic credentials, including an MBA from the Ateneo Graduate School of Business and academic units toward a Ph.D. in Business Administration, enhance his strategic approach to educational leadership.
