ASEC. ROGER B. MASAPOL
Asec. Roger B. Masapol is a dedicated educator, Special Education advocate, and experienced policy analyst with over 20 years in policymaking at the Department of Education (DepEd). Throughout his career, he has held multiple roles, from classroom teacher to Director IV of the Planning Service, contributing significantly to education reform.
In his tenure at DepEd, Asec. Masapol led initiatives that shaped educational policy, including establishing the policy development process, standardizing school forms, harmonizing enrollment policies, adopting a research agenda, creating the Monitoring & Evaluation (M&E) system, and formulating the Basic Education Development Plan (BEDP) 2030. Additionally, he chaired the Interagency Committee on Education Statistics (IACES) for five years, reinforcing his commitment to data-driven educational improvements.
After retiring from DepEd in August 2023, Asec. Masapol joined UNICEF as an Education Specialist focused on the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM), where he led UNICEF’s Mindanao Field Office education initiatives. His experience in BARMM expanded his perspective on education in diverse cultural settings. In 2024, he returned to DepEd, joining Secretary Sonny Angara’s new Executive Committee as Assistant Secretary for Strategic Management, where he continues to champion strategic reforms.
Asec. Masapol’s academic credentials include a Master’s in Public Administration from the University of Sydney and a Master’s in Economics Education from the University of Asia and the Pacific. A graduate of Ateneo de Naga University, he is also a proud product of the public school system. His career reflects a steadfast commitment to advancing education policy and access in the Philippines.
