Carlito Dalisay Rocafort is a distinguished Career Executive Service Officer currently the Director IV of the Department of Education, SOCCSKSARGEN Region. His career reflects a steady rise through the ranks, having held key positions such as Teacher, Head Teacher, Principal, Asst. Schools Division Superintendent, Schools Division Superintendent, Director III, and ultimately appointed as Director IV on January 25, 2022.

His leadership has been shaped by years of experience and challenges, complemented by his tenure as President of the Regional Association of Schools Division Superintendents Incorporated Region 4A (RASSI) and the National President of the Philippine Association of Schools Superintendents (PASS) from 2017 to 2019.

As a transformational leader, Director Rocafort championed the institutionalization of quality management system and risk-based thinking, earning the DepEd-SOCCSKSARGEN Regional Office recognition as a Philippine Quality Award (PQA) Regionalization Level I by the Department of Trade and Industry (DTI). He also spearheaded continuous improvement initiatives by streamlining office processes and transactions, ensuring efficiency and seamless operations.
