The Philippine Skills Frameworks (PSFs) are industry-led reference tools that define the key skills, competencies, and career pathways across different sectors. These provide a structured overview of job roles and the corresponding technical and soft skills required at various levels of proficiency. 

The PSFs are developed through a multi-agency collaboration formalized through a Memorandum of Understanding signed in 2020 by ten government agencies including Department of Trade and Industry (DTI), Technical Education and Skills Development Authority (TESDA), Department of Labor and Employment (DOLE), Department of Education (DepEd), Commission on Higher Education (CHED), Professional Regulation Commission (PRC), Department of Information and Communications Technology (DICT), Department of Science and Technology (DOST), Department of Tourism (DOT) and the Department of Agriculture (DA). 

Through collaboration among government agencies, industry stakeholders, and education and training institutions, the PSFs aim to strengthen the skills and competencies of the country’s workforce and ensure that it is prepared for the evolving demands of the future of work.

As a practical resource, the PSFs guide individuals in career planning and skills development, assist education and training providers in curriculum design, and enable employers to better define and assess workforce competencies.
