RD RAMIR B. UYTICO

Dr. Ramir Barberan Uytico, CESO III is a Cebuano educator whose career has been shaped by perseverance, quiet discipline, and an enduring belief in the power of public education. He did not arrive at leadership by shortcut or privilege, but by steadily earning each step through years of service and performance.

He holds a Bachelor of Science in Secondary Education major in English, a Master of Arts in Education major in Teaching English as a Second Language, and a Doctor of Education in Educational Administration. His academic training was further strengthened through two DepEd scholarships, including specialized studies in TESOL at the Philippine Normal University and Language Testing at the Regional English Language Center in Singapore.

Dr. Uytico’s professional journey began in the classroom. From teacher, he rose to head teacher and secondary school principal, earning recognition as Outstanding Head Teacher of Cebu Province for two consecutive years and later as Outstanding Secondary School Principal. He later topped the competitive examinations for Education Supervisor in English in Cebu Province.

In 2008, he passed the Superintendents Examination and was appointed Assistant Schools Division Superintendent of Cebu Province. He served as Officer-in-Charge, Schools Division Superintendent of Dumaguete City in 2011 and earned his Career Executive Service Eligibility in 2012. In the same year, he was conferred the Gawad Career Executive Service Presidential Award in Malacañang, in recognition of his integrity-driven leadership.

Dr. Uytico went on to serve as Regional Director of DepEd Regions VIII and VI, where he led institutional reforms, including ISO certification and PRIME-HRM compliance. Following the enactment of Republic Act No. 12000, he was assigned on May 5, 2025 as the first Regional Director of the Department of Education, Negros Island Region.
