RD ruth l. fuentes

Dr. Ruth Legaspi Fuentes is a seasoned education leader with over thirty-nine (39) years of service in the Department of Education. She earned her Bachelor of Science in Business Management (Marketing), cum laude, from the Polytechnic University of the Philippines, and pursued further studies at the Philippine Normal University and the University of the East. She obtained her Bachelor of Laws from Far Eastern University, completed her Master of Arts in Environmental Education at Miriam College, and earned her Doctor of Philosophy in Public Administration from Rizal Technological University.
A Career Executive Service Officer (CESO) III, Dr. Fuentes has held key leadership positions, including Master Teacher, Head Teacher, Education Program Supervisor, Director II of the National Educators Academy of the Philippines (NEAP), Schools Division Superintendent, Assistant Regional Director, and currently serves as Regional Director of DepEd Region IX.
Her leadership is characterized by innovation, systems strengthening, and evidence-based governance. She spearheaded Project eRUTH, a document tracking system that enhanced operational efficiency and accountability, and institutionalized the Regional Office Values Formation Room to promote ethics and values-driven leadership. Under her stewardship, the Regional Office achieved PRIME-HRM Level 2 Accreditation and ISO 9001:2015 Quality Management System Certification. She has likewise championed initiatives advancing educational research, capacity-building, and the professional development of school heads through structured leadership and management programs.
Dr. Fuentes is a historian, trainer, researcher, and writer with significant contributions to textbooks, curriculum development, and contextualized instructional materials. She champions inclusive education and is a leading advocate for contextualized learning resources for Subanen and other indigenous learners, promoting culturally responsive pedagogy, equity, and social cohesion. A Sunday School teacher, curriculum writer, and Ambassador for Peace awardee, her work has earned international recognition, including a Silver Medal at the International Sustainable World Project Olympiad.
Her legacy lies in building systems that endure, leaders who serve, and education that leaves no learner behind.
