Atty. Rowena Candice Ruiz has driven innovation in public procurement since October 1, 2018, significantly advancing transparency and efficiency in the field. Among her key achievements are securing the Philippines’ Observer Status in the World Trade Organization and leading a comprehensive digital transformation of public procurement, making services primarily digital to ensure continuous and accessible delivery.
During the COVID-19 crisis, Atty. Ruiz implemented critical policy measures, launched the GPPB-TSO Online Blacklisting Portal, and established the GPPB Online Portal to enhance transparency in fund usage, earning international acclaim for accountability in the Philippines’ COVID-19 Response Program. Her commitment to digital advocacy extended to social media, with GPPB-TSO’s Facebook page reaching over 2 million viewers, further promoting public engagement.
Her work has earned global recognition; in 2021, GovInsider honored her as a woman pioneering tech innovation in public services, and in 2024, she won the UK Alumni Awards for Business and Innovation. Atty. Ruiz has also fostered strategic partnerships with the World Bank, United Nations Environment Programme, and other international organizations, contributing to reforms in public procurement.
