USEC. WILFREDO E. CABRAL

 

Usec. Wilfredo E. Cabral, the current Undersecretary for Human Resource and Organizational Development at the Department of Education (DepEd), leads the Bureau of Human Resource and Organizational Development (BHROD), the National Educators Academy of the Philippines (NEAP), and the Education Facilities Division (EFD). He is responsible for strategic leadership and driving continuous improvement in HR and organizational development across the Department.

Usec. Cabral’s vision includes implementing the PRIME-HRM standards he developed at DepEd NCR, now being expanded to the DepEd Central Office. His focus is on digitally transforming, automating, and optimizing office systems to enhance operational efficiency. Key initiatives under his leadership include the online National Qualifying Examination for School Heads (NQESH), the rollout of e-SF7, and the development of the e-IPCRF Data Collection and Consolidation System.

A key proponent of quality management, Usec. Cabral played a significant role in institutionalizing a Quality Management System in DepEd through DO 009, s. 2021. He also spearheaded the Rationalization of Teacher Workload and the removal of administrative tasks (DO No. 002, s. 2024), ensuring more focus on teaching. Additionally, he oversees the creation and hiring of positions like AO II and PDO I at the school level and the return of existing AO IIs to schools.

Usec. Cabral represents DepEd in engagements with DBM, EDCOM II, and other organizations, advocating for policies and reforms that address school-based staffing needs, career progression, and school organizational structures. His efforts include operationalizing the Expanded Career Progression for teachers and advancing the School Organizational Structure and Staffing Standards (SOSSS).

Usec. Cabral is also leading the NEAP Transformation under DO 11, s. 2019, streamlining professional development for teachers and school heads, linking training activities with career progression. With 18 years of experience in DepEd, Usec. Cabral remains committed to improving education quality and supporting Filipino learners and educators.
