Creating a Task Force to Study State Higher Education

  1. In view of the political climate prevailing in the country today, and cognizant of the need for reforms in the higher education system, this Ministry hereby created a Task Force to study state universities and Colleges with the following functions:
    1. To review existing documents and previous studies and to obtain, organize and evaluate data and information on higher education in the Philippines that would be relevant to an examination of the system of state universities and colleges.
    2. To analyze and assess the present system of state higher education to determine problems and prospects.
    3. To submit recommendations to rationalize and improve state higher education in the Philippines.
  2. The Task Force shall be composed of Dr. Raul P. de Guzman, Chancellor of the UP, Los Banos, as chairman and the following members chosen from among respected educators from the public and private sectors:

  3. The Task Force shall have the following functions:
    1. Consider broad issues of policy respecting state higher education including system and institutional governance, financing, curriculum, admission, accreditation, faculty and student welfare, and research and extension functions;
    2. Endeavor to gather views from the widest spectrum of institutions, organizations, and interested individuals through consultative meetings and other forms of communication;
    3. May organize technical study groups and a secretariat/administrative support staff; and
    4. Submit its report to the undersigned on or before December 15, 1986.
  4. The Chairman shall present a budget to cover the expenses of the Task Force for approval by the Minister of Education.
  5. This Order shall take effect upon its issuance.
