Operationalizing the Agricultural Technology Education Project as Part of the National Agriculture Education System (NAES)

  1. Pursuant to the 1986 Constitution and Executive Order No. 117 (1987) directing the establishment of an integrated system of education as state policy and DECS Order No. 96, s. 1987 providing for the establishment and maintenance of the National Agriculture Education System (MAES), agricultural education and training shall be upgraded and rationalized.
  2. In conformity with Loan Agreement No. 884 PHI (SP) between the Asian Development Bank and the Government of the Philippines, the Agricultural Technology (Agri-Tech) Education Project is hereby operationalized. One National Agricultural University (NAU), three Zonal Agricultural Universities (ZAUs), four Regional Agricultural Colleges (RACs), thirteen Provincial Technical Institution of Agriculture (PTIAs), eleven Farmer Training Centers (FTCs) and three Equipment Maintenance and Repair Units (EMRUs) are established to initially constitute the Pilot Institutions on NAES in their respective categories as follows:

  3. Loan Agreement SSA PHI (SF), Schedule 6 between the ADB and the Philippine Government identifies the Department of Education, Culture and Sports (DECS) as the Executing Agency for the Project and the Educational Development Projects Implementing Task Force (EDPITAF) as the Project Management Unit (PMU). As executing agency, the DECS shall be responsible for: a) supervising, approving, and monitoring the Project-related activities of the Project institutions; b) coordinating Project-related activities of other government agencies and departments; and c) liaison with the Bank and OPEC Fund. The Project Management Unit is charged with the responsibility for day-to-day management of Project implementation. The Executive Director of EDPITAF shall be the Project Director. He is authorized to appoint the managerial, technical and support staff as well as the consultants necessary for the successful implementation of the Agricultural Technology Education Project.
  4. By virtue of this Order, the Undersecretary for Technical-Vocational Education and Non-Formal Education, the Undersecretary for Higher Education and Foreign-Assisted Projects, the Technical Panel for Agricultural Education (TPAE) and the Projects Management Unit shall assist the above-mentioned institutions in implementing at the PTIAs the Diploma in Agricultural Technology-Bachelor of Agricultural Technology (DAT-BAT) in lieu of the Bachelor of Science in Agriculture (BSA).
  5. All DECS rules, regulations and other issuances or parts thereof, which are inconsistent with this Order are hereby repealed or modified accordingly.
