Reviving the Practice of Crediting BSP Awards

  1. In view of the clamor of many teachers and school officials and the subsequent recommendation of the Committee that reviewed the procedures governing the practice of crediting BSP Awards to serve as incentives to DECS personnel for their exemplary service and meritorious accomplishments, the Department is hereby reviving the said practice.
  2. Henceforth, all awards given by the Boy Scouts of the Philippines to DECS organic personnel in recognition of their meritorious services and accomplishments shall be credited a maximum of two (2) points in the DECS Merit Promotion System. National awards shall be credited as follows:
    1. Service Award for Unit Leaders (Maximum of 1.5 points)
      Bronze – 0.25 points
      Silver – 0.50 points
      Gold – 0.75 points
    2. Merit Award for Unit Leaders (Maximum of 2.0 points)
      Bronze – 0.25 points
      Silver – 0.50 points
      Gold – 1.25 points
    3. USA Award (maximum of 2.5 points)
      Bronze – 0.25 points
      Silver – 0.75 points
      Gold – 1.25 points
    4. Tamaraw Award (Maximum of 2.5 points)
      Bronze – 0.50 points
      Silver – 0.75 points
      Gold – 1.25 points
  3. Special awards such as Plaques of Recognition given by the Awards Committee to particular individuals at the council, regional and national levels shall be credited as follows:
    Council – 0.50 points
    Regional – 0.75 points
    National – 1.25 points
  4. To ensure better quality control in screening teacher grantees, it is desired that BSP District Awards Committees be created to screen and process all pertinent records, and recommend teachers for awards to the Council Awards Committee. Membership of this Committee shall come from the community such as from professional and religious groups and local government officials. The District Supervisor, being the Boy Scout District Commissioner, may serve as the Chairman of this Committee.
  5. In additional to the function of the Schools Division Superintendent as Commissioner and member of the local BSP council, he shall verify and certify the achievements of any teacher recommended for an award by the District Awards Committee.
  6. All DECS issuance contrary to the provisions of this Memorandum are hereby rescinded.
  7. Immediate dissemination of this Memorandum to all concerned is desired.
