To:   Undersecretaries

Heads of Private Schools, Colleges and Universities
Vocational School Superintendents/Administrators

1.   Effective school year 1991-1992, all public high schools may accept students up to maximum of sixty (60) per class. The certification requirement of excess students for participation in the Educational Service Contracting (ESC) scheme will be strictly observed except as directed by the undersigned for localities without public high schools.
2.   This new requirement is issued because of the very limited funds allotted for ESC in school year 1991-1992 and the outstanding obligations for ESC participation in school year 1990-1991 which are still unpaid.
3.   For strict compliance.
