1. In accordance with the Memorandum of then Executive Secretary Catalino Macaraig, Jr.. dated August 17, 1990, any of the three (3) Prosecutors of the Department of Justice listed below may be constituted into a Committee to investigate administrative charges/complaints against presidential appointees in offices directly under or attached to the Department of Education, Culture and Sports and in State Colleges and Universities.

2. The Committee shall have the functions and powers prescribed by the said Memorandum.
3. This Order takes effect immediately and shall remain in force until further order.
4. This Order supersedes DECS Order No. 8, s. 1991.
