Recognition of Existing Community High Schools

1.   In recognition of the contribution of community high school in widening the base of literacy in the country and providing grater access to secondary education, existing community high schools shall be allowed to continue their operations subject to the following conditions:
a.   Community high schools shall be extended the privilege of a grace period, until November 30, 1991, similarly extended to private school, for reporting their operations and applying for DECS permit that shall give their students credit for schooling.
b.   Community high schools shall be subject in the secondary schools as those given to private secondary schools as regards permit to operate. Hence, those which qualify shall be issued DECS permit and those which qualify shall be phased out and their students transferred to other schools.
c.   Community high schools being funded by local government units shall continue to source their funding  from such government units. Further, the legal implications of free secondary education program as well as budget and COA provisions for its implementation shall be the responsibility of the local government units and not of this Department.
2.   The provisions of this Order shall apply only to community high schools already existing. No recognition shall be extended to community high schools which are yet to established.
3.   Strict compliance with and immediate and wide disseminations of the Order are desired.
