For the information and guidance of all concerned, inclosed is a copy of Memorandum Circular No. 09 of the Civil Service Commission dated March 30, 1992, prescribing additional guidelines on specific acts which public officers and employees in the career and non-career service not holding political offices can do and not do relative to the prohibition against electioneering.
2. Immediate dissemination of and strict compliance with this Order is desired.
