- The inclosed set of policies and standards and manuals on curricular guidelines and laboratory requirements for architecture education as amended and approved by this Office upon the recommendation of the Technical Panel for Engineering and Architecture Education, Bureau of Higher Education, embodies the revised general principles and guidelines for the establishment and operation of architectural programs.
- Each architectural school, in order to align its programs to the goals and mission of the institution and the nation, and to make architectural education responsive to the growing demands for manpower in the business and the industrial world should have:
- The built-in mechanism for a continuous self-assessment of its instructional, research and extension services, capabilities and program thrusts; and
- The diverse flexibility and adaptability to improve its internal operation and curricular programs to meet the diverse needs of the students, the architectural profession and the nation.
- This set of policies and manuals covers the different aspects of architecture education, including school administration, faculty, curriculum, facilities, library, and laboratory requirements, among others.
- The revised curriculum shall be implemented according to the following schedule:
Curricular Year Implementing Year First Year SY 1992-93 Second Year SY 1993-94 Third Year SY 1994-95 Fourth Year SY 1995-96 Fifth Year SY 1996-97 - All concerned institutions are hereby enjoined to review and revise their curriculum to comply with the provisions and requirements set forth in these guidelines. Four (4) copies of the proposed or revised curriculum shall be submitted to the Bureau of Higher Education through the DECSRO for approval not later than the end of the second semester of SY 1992-92.
- Implementing Guidelines
The following guidelines shall be observed for the purpose of the implementation:
6.1 Recognized Programs
For all recognized architecture programs operating prior to the effectivity of this Order, the requirements shall be complied with by schools operating the same according to the following schedule:Curricular Year Implementing Year First Year SY 1992-93 Second Year SY 1993-94 Third Year SY 1994-95 Fourth Year SY 1995-96 Fifth Year SY 1996-97 On the basis of non-compliance with the requirements after the lapse of the prescribed grace period, the recognition shall be revoked and withdrawn and a temporary permit for curriculum year I-V shall be issued for another academic year and the program shall be subsequently phased out.
6.1.1 Percentage Compliance
The percentage compliance shall be based on the computations of Overall Rating as set forth in the Point System for Architecture Education (PSAE). See Annex A.
6.2 Unrecognized Programs
Unrecognized architecture programs refer to all architecture programs, the last curricular year (i.e. I-V) of which is operating under permit or renewal permit prior to the effectivity of this Order. For such architecture programs, the first rule 6.1 shall also apply.
On the basis of non-compliance with the requirements, after the lapse of the prescribed grace period, the program shall be phased out.
6.3 Grant of Recognition
Recognition of architecture programs shall be granted only to schools which have fully complied with all the requirements for all year levels.
For unrecognized architecture programs as defined in rule 6.2, upon denial of the application for recognition, a yearly renewal permit may be issued until SY 1993-94 only. Full compliance should then be attained within said academic year, otherwise, no renewal permit shall be consequently issued and the program shall be phased out.
For incomplete programs I-IV under permit, upon denial of the application for recognition, a renewal permit I-IV may be issued for another academic year only. Full compliance should then be attained within the academic year, otherwise, no renewal permit shall be consequently issued and the program shall be phased out.
6.4 Grant of Permit
For application for permit to operate new year levels of architecture programs, the schools applying must have full compliance of the requirements for the corresponding year level and for the next higher year level upon submission of their application. Upon denial of the application, a renewal permit may be issued for another academic year only. Full compliance should then be attained for the new year level and the next higher year level within the academic year, otherwise, no renewal permit shall be consequently issued and the program shall be phased out. - This Order hereby amends the pertinent provisions of MECS Order No. 75, s. 1985.
- All orders and issuances inconsistent with this Order are hereby superseded, amended, or modified accordingly.
- Compliance with these rules, policies and standards by all concerned is hereby enjoined.
- This Order shall take effect immediately.
