  1. It has been observed that prior to the issuance of DECS Order No. 13, s. 1992 entitled Institutions Authorized to Accept Foreign Students, some colleges and universities had already accepted foreign students. In addition, many students and school officials have requested deferment of the effectivity of said DECS Order so that all necessary adjustments could be made.
  2. On account of the abovementioned reasons, DECS Order No. 13, s. 1992 is hereby rescinded.
  3. This Order takes effect immediately.
