To: Bureau Directors, Regional Directors

Heads of State Colleges and Universities
Heads of Private Schools, Colleges and Universities

  1. The Philippine Validating Test will no longer be given by the National Educational Testing and Research Center or NETRC for the purpose of determining the grade/year placement of students who had been studying abroad and who are now enrolling in Philippine schools.
  2. Instead, the appropriate elementary, secondary, or higher education bureaus of DECS shall prepare equivalences for schools abroad which may be used by the school to which the student who had been studying abroad is now seeking admission to determine the grade/year placement. The school may, on its own judgment, place the applicant student in a lower but not in a higher grade/year.
  3. This Order takes effect immediately. Widest dissemination of this Order is enjoined for the information and guidance of all concerned.
