Physical Education and School Sports as DECS Priority Program

  1. During the DECS Management Committee Meeting held at the Development Academy of the Philippines (DAP), Tagaytay City on November 7-8, 1994, it was agreed upon by the Committee that more importance should be given to Physical Education (PE) by providing opportunities for actual participation of students during PE classes.
  2. As agreed upon by the Committee headed by Undersecretary Alejandro Wilfredo Clemente, the following guidelines shall be strictly observed and immediately implemented to improve the conduct of Physical Education and School Sports Projects:
    1. all schools are to maximize the use of PE time only for physical education;
    2. all school administrators, regional directors, PE supervisors, superintendents and OSEC staff shall monitor and assist in the implementation of PE and sports;
    3. all schools shall professionalize and upgrade the competencies of teachers for PE and sports. Training programs shall be initiated at the division level. The Bureau of Physical Education and School Sports (BPESS) in coordination with the Bureau of Elementary Education (BEE) and Bureau of Secondary Education (BSE) shall assist the regions and school divisions in the implementation; and
    4. all schools shall allow the use of its PE and sports equipment and facilities during co-curricular periods, including Saturdays, Sundays and holidays.
  3. To ensure the success of the implementation of physical education and school sports program in all schools and to give it high priority, the following sports leaders are assigned:
    1. Undersecretary Alejandro Wilfredo Clemente
      – to oversee the implementation of PE and sports at the Department and national level
    2. Ms. Cristina Ramos-Jalasco
      – as Ambassador of Sports to Schools and Director of Project: Sports and Physical Education Excellence Development (SPEED)
  4. Undersecretary Clemente and Ms. Jalasco with the BPESS Director shall promote PE and sports in all schools and encourage, the participation of the private sector especially in the provisions of the needed instructional materials and sports equipment. They shall also liaison with the Congress, of the Philippines for the increase in government appropriation for PE and sports.
  5. Expenses to be incurred in the implementation of the physical education and school sports program shall be charged to BPESS funds as well as other funds that may be generated both from the local and national levels.
  6. This Order shall take effect immediately.
