Bidding to Host the 1997, 1998 and 1999 Palarong Pambansa

  1. BIDDING SCHEME
    To provide adequate time in the preparations for the conduct of Palarong Pambansa, specifically in the construction of sports facilities, bidding in the hosting of Palarong Pambansa for the next, three (3) consecutive years (1997 – Luzon, 1998 – Visayas and 1999 – Mindanao) will be conducted by the Palaro Board at General Santos City on the following schedule:
    1.1 1997 – Luzon Group = April 16, 1996 at 5:00 PM
    1.2 1998 – Visayas Group = April 17, 1996 at 5:00 PM
    1.3 1999 – Mindanao Group = April 18, 1996 at 5:00 PM
    Bidders will be given 15 minutes closed-door presentation of their Bid to the Palaro Board on the above-mentioned dates at General Santos City.
  2. GENERAL GUIDELINES FOR THE BIDDING
    2.1 Bidder must be a province or city or a combination of both and must submit written bid proposal to the Secretary of Education, Culture and Sports not later than April 14, 1996.
    2.2 Bid proposals must be accompanied by Provincial/
    City Council Resolution favorably endorsing the bid.
    2.3 Bid proposals must be accompanied by endorsements of Congressmen in the city/province as well as Senators from the city/province if there are any.
    2.4 Only one bid from a region will be accepted. Should there be more than one bidder, the Regional Development Council shall decide which province/ city should bid through secret balloting.
  3. CRITERIA FOR THE SELECTION OF VENUES FOR THE PALARONG PAMBANSA
    3.1 The sports facilities to be used are standard and accessible to the general public, while the billeting areas for the athletic delegations are adequate and conveniently located.
    3.2 The sports facilities and billeting areas must have a steady supply of water and electric power, expert emergency medical and dental services, and reliable adequate transportation and communication facilities.
    3.3 The local peace and order situation is stable.
    3.4 The host local government has the capability to advance expenses for an early start of necessary construction, repair and renovation of the sports facilities and billeting areas, and can support or supplement all activities with local counterpart funds as may be needed.
    3.5 Support and assistance from other government agencies and nongovernment organizations involved are assured.
    3.6 The Palarong Pambansa Board of Directors shall submit its choice to the Secretary of Education, Culture and Sports for endorsement to the President of the Republic of the Philippines for final approval.
    3.7 The host local government must ensure that the holding of the Palarong Pambansa will contribute to the socio-economic development of the province/ city as well as promotion of local industry and tourism.
    3.8 In the event that the approved site and facilities will not be ready on the scheduled opening of the Palaro, the Secretary may transfer the venue of the Palarong Pambansa to a region with existing facilities ready for use, one month before the scheduled opening.
    3.9 The BPESS-DECS shall be consulted on the technical aspects of facilities construction and equipment acquisition for the different sports. After the Palaro, the BPESS shall provide assistance in the formulation of sports programs to ensure maximum utilisation of the sports facilities.
    3.10 Winning bidders shall give priority to DECS Sports Programs and the free use of sports facilities and equipment specially for PE classes. They shall also support the establishment of a Regional Sports High School in the Sports Complex.
  4. COMMISSION ON HIGHER-EDUCATION (CHED)
    The CHED may conduct the Tertiary Division Palarong Pambansa simultaneously with DECS Elementary and Secondary Divisions or before, or after the Elementary and Secondary Palarong Pambansa. The bidders therefore must consider hosting the three (3)-level competition including the Tertiary Division.
  5. INFORMATION DISSEMINATION
    All Regional Directors and Schools Superintendents shall disseminate this Order to all local government officials in their respective regions.
  6. EFFECTIVITY: This Order shall take effect immediately.
