Transfer of Proceeds from the Property Replacement Fund to the DECS Implementing Unit

1.   It has come to the attention of this Office that there have been delays in the repair, rehabilitation and reconstruction of school buildings the claims for which were already approved for payment by the GSIS-Property Replacement Fund (PRF) and subsequently issued the corresponding checks by said agency. A cause that has been identified is the delay in the transfer of funds to the implementing unit which is either a division office or a school As a consequence, either the school building remains in damaged condition or is left to further deterioration thus depriving the school children of adequate accommodation.
2.   In view thereof, the regional and division offices are hereby directed to transfer immediately any PRF funds received from DECS Central Office to the implementing unit, i.e., division office or school, indicated in the disbursement voucher and funding check released by DECS Central Office.
