General Allotment Release Order for Fiscal Year 1998

To:   Undersecretaries and Assistant Secretaries
Regional, Staff Bureaus,
Center and Service Directors
Schools Division Superintendents
Heads of Public Elementary and Secondary Schools
All Budget, Finance and Accounting Officers

1.   Enclosed for your information and guidance arc the following General Allotment Release Orders issued to all departments/agencies of the national government pertaining to the percentages of programmed appropriations authorized for release to central offices and all regions, namely: (1) GARO No. BAS-98-0001 dated February 25, 1998; (2) GARO No. BAS-98-0002 dated February 25, 1998; and (3) GARO No. BAS-98-0005 dated May 15, 1998.  Please take note of the remarks indicated in the above-described Orders which reiterate previous DBM directives authorizing the amount for each allotment class, namely; (1) Allotment Class 100-100%; (2) Allotment Class 200- 75%; and (3) Allotment Class 300-75%.
2.   Pending favorable action by DBM of our request to allow use of the 25% mandatory reserves or at best limit such reserves to only 15%, you are advised to modify your annual/quarterly work and financial plans accordingly. These shall be issued not later than May 25, 1998 a regional allocation of all authorized allotments particularly for teachers, schoolbuildings, desks and instructional materials in accordance with the Roxas Law, where applicable. Prescribed guidelines for effective, efficient and equitable implementation shall likewise be issued. Notice of Cash Allocations shall be issued by DBM Central Office through DBM Regional Offices directly to all DECS Regional Office.
 3.   You are reminded that authorized allotments shall be used solely for the purposes indicated and disbursements therefrom will be made in accordance with existing budgeting, accounting and auditing rules and regulations. It is the primary responsibility of the regional, stall bureau, center or service director concerned to keep expenditures within limits of the amount allotted.
