List of Approved Supplementary and Reference Materials for SY 1999-2000

1.   DECS is pleased to announce the inclosed list of approved supplementary and reference materials which may be used in public schools starting school year 1999-2000.

 

2.   Relative thereto, the following guidelines are hereby issued regarding the purchase of these instructional materials:

 

a. Notwithstanding the issuance of this list, basic textbooks shall continue to be given priority in the allocation of funds, regardless of source, for the purchase of instructional materials;

 

b. All purchases of supplementary and reference materials starting SY1999-2000 shall be based on this approved list and in accordance with existing guidelines on the desired number of materials that may be provided each school or library as contained in DECS Order 6, s. 1998;

 

c. Consistent with the current moratorium on the purchase of supplementary and reference materials, DECS funds should not be used to procure materials included in this list until or unless otherwise decided or authorized by the DECS Secretary. Thus, in the meantime, only non- DECS funds such as local school board/SEF funds may be used in the procurement of supplementary and reference materials in the list;

 

d. Government and non- government entities who intend to purchase materials listed herein are advised to purchase the same from duly accredited suppliers of the Department;

 

e. The prices contained herein are ceiling prices. Thus, the purchasing entities are advised to negotiate for discounts from suppliers particularly when large volume of purchases are involved, consistent with the established practice in the publishing industry, in order to secure the best terms for the government; and

 

f. Any purchase of supplementary and reference materials should be based in the specific needs, priorities, and/or validated requests of public elementary and secondary schools.

 

3.   All concerned are enjoined to exercise judicious care in the procurement of these materials in order to maximize the benefits for the school children.
4.   All previous lists of approved supplementary and reference materials specifically DECS Order 47, s. 1996, DECS Order 54, s. 1997, DECS Order 104, s. 1997, and DECS Order 39, s. 1998 are hereby repealed effective immediately.
