Formation of the DECS-OSEC Special Events Unit for Coordination of Cultural and Special Events of DECS

1.   Executive Order No.80 of the President of the Republic of the Philippines, dated March 5, 1999 states that the policy and program coordination of all cultural agencies will now be transferred from DECS to Ute National Commission for Culture and Arts (NCCA). However, DECS has its own cultural and special events initiated by different DECS units and other events organized by outside agencies, where participation of PECS is needed.
2.   Tasked to handle these cultural and special events is the newly formed SPECIAL EVENTS UNIT under the DECS-OSEC. The general function of the Special Events Unit is to coordinate cultural and special events with DECS-CO units with the various DECS Regional Division, Districts Units and Schools; and with outside agencies requesting DECS participation.
3.   Specifically, the Special E vents Unit will be involved in the following:
  1. Government-initiated celebrations like the Civil Service Commission, Earth Day Movement, EDS A Commission Project, NCCA Cultural Activities;, ERAP Cultural Summit, and DSWD projects for children, Earth Savers, etc..,
  2. DECS-CO special and cultural events like Family Week, UN Week, Linggo ng Wika, Christmas Celebrations, etc.
  3. DECS-Regional/division/District/School Cultural and other related events and activities endorsed by a DECS Memorandum.
  4. Special projects of private organizations, NGO’s, which are require DECS participation   in educational and cultural projects like the NAMCYA for musically gifted children, and other projects for out=of-school youth and special children, etc.; projects with foreign embassies and international organization like UNICEF, and other groups.

4.   The DECS Special Events Unit under the Office of the Secretary is composed of the following:
