Issuance of Certificates of Acceptance or Non-Acceptance of Implementation Projects

Schools Division/City Superintendents
1.  Acceptance or Non-Acceptance of Infrastructure Projects shall be the primary responsibility of principals. Henceforth, only principals may issue and sign Certificates of Acceptance or Non-Acceptance of infrastructure projects constructed or completed within their respective school sites, using the standard form hereto attached and made part hereof.
2.  In the exercise of such primary responsibility the principal may, if he/she deems appropriate, engage the services or seek the advice and assistance of the PTA and/or other school personnel at no cost to the Department.
3.  Certificates of Acceptance may only be issued if true and complete copies of the plans, specifications and other related contract documents relative to the projects have been furnished the principals prior to the commencement of work, and when, upon exercise of due diligence, they determine in good faith that said projects were fully completed strictly in accordance with such plans, specifications and other related contract documents.
4.  Copies of the Certificate must immediately be furnished the concerned Regional Director, Schools Division Superintendent, City or Municipal Mayor, Punong Barangay, DPWH District Engineer and the President of the Parents-Teachers-Community Association, for their information and guidance.
5.  Should no formal turn-over of the projects be made by the contractors within a reasonable time after their completion, certificates of non-acceptance should be issued as soon as possible and furnished the above-named persons or officials.
6.  In schools where there are no principals, teachers-in-charge who had the opportunity to monitor the construction and completion of the projects shall issue and sign the Certificates of Acceptance or Non-Acceptance on behalf of the Department.

7.  For the information and immediate implementation of all concerned.
