- For the information and guidance of all concerned, enclosed is a copy of the Rules and Regulations Implementing Republic Act No. 8491. Particular attention shall be given on Rules 3,4,5, 8 and 9 which contain provisions on the National Flag, the National Anthem, the National Motto, the Official Seals and other Heraldic Items and Devices and Penalties for failure or refusal to observe the provisions of said Act.
