Guidelines on Financial Subsidy for the Conduct of National Schools Press Conference (NSPC)
  1. Pursuant to R. A 7079, the National Schools Press Conference (NSPC) has been implemented annually for the development of journalistic skills of school paper advisers/campus journalists.
  2. To ensure uniformity in the conduct of said activities, DepEd is prescribing the following guidelines:
  1. The amount of Seven Million Two Hundred Four Thousand Pesos (Php7,204,000.00) shall be provided for the following activities:
a.1. Conduct of Regional Training for School Paper Advisers and Campus Journalists for an amount of Sixteen Thousand Five Hundred Pesos (Php 16,500.00) per division;
a.2. Conduct of the Regional Schools Press Conference (RSPC) in the amount of Eight Thousand Pesos (Php 8,000.00) per division for the contestants and advisers; and
a.3. The actual conduct of the National Schools Press Conference (NSPC) shall be provided an augmentation fund to support the host region or division in the amount of Two Million Five Hundred Thousand Pesos (Php 2,500,000.00). Said amount shall be used for the planning conferences, repair of identified billeting schools, and other expenses relative to the conduct of the said activity.
Enclosures 1 and 2 show the breakdown of allocations by division and region.
  1. The regions shall be held accountable for the disbursement and proper liquidation of these funds, subject to the usual accounting and auditing procedures.
  2. Accountability report consisting of training matrix, report of disbursement, narrative report and pictorials shall be submitted to both Bureau of Elementary and Secondary Education upon conclusion of each of the abovementioned activities for record purposes.
  1. Immediate dissemination and compliance of this order is desired.
