Enhancing Deped Order #81, S. 2009 “Strengthening the Implementation of the Multigrade Education Program in Philippine Education”
  1. The Multigrade Program in Philippine Education (MPPE) is one of the viable mechanisms for increasing access to quality elementary education. It is, therefore, a policy of this Department that this program be continued.
  2. To enhance its implementation, the Department of Education through the Bureau of Elementary Education shall provide among others, financial subsidy to schools and divisions directly participating in the program. The MPPE shall be implemented in schools located in far flung areas where enrolment will not warrant the opening of mono-grade classes.
  3. The financial subsidy (Enclosure No. 1) shall be treated as augmentation to Division Maintenance and Other Operating Expenses (MOOE) and shall be used specifically for the activities of the multigrade (MG) schools as reflected in their approved School Improvement Plans (SIPs).
3.1. Improving the learning environment
3.2. Development activities for children like educational tours; camping; leadership training; school, division, regional contests in English, Science and Mathematics; training on Information and Communication Technology (ICT)
3.3. Procurement of instructional and reference materials
3.4. Professional development of teachers and principals
3.5. Conduct of school-based trainings
3.6. Reproduction/printing of instructional/support materials with the MG Lesson
  1. The subsidy, upon release of funds by the Department of Budget and Management (DBM), shall be downloaded to the divisions through a Sub-Allotment Release Order (Sub-ARO) issued by the Budget Division, Finance and Management Service (FMS), DepED Central Office for the purpose.
  2. Financial and physical accomplishment reports of activities undertaken using the attached template shall be submitted to the Director, Bureau of Elementary Education (BEE). Likewise, the Regional/Division Development Plan/School Improvement Plans citing activities for the Multigrade Program for the ensuing year shall be furnished to the BEE.
  3. Immediate and wide dissemination of this Order and compliance with the guidelines is desired.
