Additional List of Approved Supplementary Reading and Reference Materials (SRMs)

  1. The Department of Education (DepEd) through the Instructional Materials Council Secretariat (IMCS) is pleased to announce the Additional List of Approved Supplementary Reading and Reference Materials (copy enclosed) which augments the List of Approved Supplementary Reading and Reference Materials (SRMs) specified in the enclosure of DepEd Order No. 112, s. 2009.
  2. The DepEd offices and schools may purchase SRMs based on the approved lists cited above and shall adhere to the following guidelines:
    1. The purchase of SRMs shall be based on well-defined needs and priorities of the target users clearly articulated in a written report to be submitted by the procuring entities to the Office of the Secretary (OSEC), copy furnished the IMCS within one (1) month after the issuance of the Resolution to Award (RTA). The report shall include the following:
      1. Basis for the Purchase
        • School Inventory of SRMs;
        • Results of the elementary pupils’ most recent PHIL-IRI and the National Achievement Test (NAT) for Grades 3 and 6; or
        • Results of the 2nd Year high school students’ NAT;
        • How the procured SRMs support the curriculum design and the instructional plan in the concerned division(s) and/or schools.
      2. Details on the SRMs
        • complete titles, quantities, and prices of the SRMs procured;
        • names of the publisher(s)/supplier(s) from whom the SRMs were procured;
        • corporate profile of the publisher(s) / supplier(s); and
        • name(s) and contact number(s) of agent(s) who negotiated and/or authorized the contract/transaction on behalf of the publisher/supplier; and
      3. The distribution list (by school) of the SRMs procured.
      4. (The list should also indicate whether the SRMs are for one-time or multi-year use.)
    2. The purchase of SRMs included in the non-exclusive list shall be in accordance with the Republic Act (RA) No. 9184 also known as the Government Procurement Act and its revised Implementing Rules and Regulations (IRR);
    3. The SRMs to be purchased shall conform to the technical specifications, evaluation standards, and screening criteria established by this Department;
    4. The Approved Budget for the Contract (ABC) shall be determined, taking into account the prevailing market price, volume of purchases, and the suggested price indicated in the enclosed list and supported by appropriate market price analysis. In case the procurement is for the supply and delivery of the SRMs, the ABC shall include the cost of delivery; and
    5. In compliance with Republic Act No. 10147 entitled, General Appropriations Act of Fiscal Year 2011, the DepEd offices shall not use any amount from the School Maintenance and Other Operating Expenses (MOOE) to procure textbooks and other instructional materials, and school furniture and equipment. This directive revises Item number 2-d of DepEd Order No. 112, s. 2009 which states that: “DepEd offices may use savings from their budgets for Maintenance and Other Operating Expenses (MOOE)…” However, they may continue to avail of the Special Education Funds (SEF) and other non-DepEd funds to procure SRMs included in the approved lists, subject to SEF regulations and other appropriate guidelines.
    6. The non-submission of the required report within one (1) month after the issuance of the RTA will be grounds for the imposition of appropriate administrative and other sanctions. The Commission on Audit (COA) is also enjoined to note this failure to report in its audit findings for the procuring department(s) concerned. The non¬submission of this report may also trigger a full-blown Internal Audit investigation of the concerned transaction.
    7. The report is required for any SRM procurement regardless of the source of funds, including those funded by the SEF.
  3. All concerned officials and personnel are enjoined to exercise judicious care in the procurement of the SRMs in order to maximize the benefits for the school children.
  4. This list and other pre-approved lists of evaluated SRMs are not exclusive and may be updated by this Department as it deems necessary.
  5. The regional and the division offices shall monitor the utilization of these materials and their contribution to the pupils’ or students’ performance, and such information shall be included in the School Report Card.
